Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for Laser Ignition Technology Development. NASA/MSFC intends to purchase Laser Ignition Technology Development from Vanderbilt University, pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: (a) Dr. Joseph Wehrmeyer of Vanderbilt University is participating in the Summer Faculty Fellow Research program at NASA, Marshall Space Flight Center (MSFC) this summer. The work proposed here is an extension of this current work. His current research, his familiarity with MSFC test and safety procedures, and especially his expertise with laser/optical systems, imaging and spectroscopy, uniquely qualify him as the most logical candidate for this contract. Dr. Wehrmeyer is also already familiar with the prototype miniaturized laser ignition system and is involved with ongoing data analysis, which will continue under the proposed contract. (b) There is a tight schedule for this project and limited windows of opportunity for testing at MSFC – bringing in someone new and obtaining the necessary laser training and certification, as well as familiarizing them with the project, would introduce delays to the schedule. No one else but Dr. Wehrmeyer has the existing knowledge of this project and the expertise required to effectively complete the tasks outlined in the contract within the contract period. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on July 14, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
