- The North American Industry Classification System (NAICS) Code is 238110, with a size standard of 11.5 Million. Contractor is to provide all labor, equipment, supplies, testing, reports, materials, and supervision necessary to repair two concrete ramps at the Federal Parking Garage at 401 Texas Street, Fort Worth, TX. The prime contractor will also apply a penetrating rust inhibitor and penetrating water repellent to the ramps to prevent further damage. Option Work: If the Government decides to exercise the option; the contractor shall remove and replace the build-up roofing on the two ramp roofs, two penthouse roofs, and two pedestrian roofs. Estimated cost range is between $200,000.00 and $ $300,000.00 GENERAL CONTRACTORS QUALIFICATIONS: The contractor must have successfully completed at least two (3) renovation or new construction projects in the past three (5) years, which are similar in scope, requirements, complexity and level of finish quality to the proposed project with a cost of at least $300,000.00. The contractor must provide the project title, the type of work performed on the project, the award amount of the project, the size of the project, the performance period of the project, and the name, title and current phone number of the point of contact for both projects. The contractor must demonstrate that he is able to obtain bonding and has the financial capabilities to perform. KEY PERSONNEL QUALIFICATIONS: The project manager and construction superintendent should possess qualifications and experience, which demonstrate a thorough knowledge and competence level commensurate with the positions for which they are being proposed. These personnel must have performed essentially the same duties as being proposed under this project on a minimum of two (3) projects during the past three (5) years, where the cost of the project was at least $300,000. CONTRACT AWARD: Proposals will be competitively chosen using negotiated procedures. Award will be based on the lowest priced, technically acceptable offer. If a proposal does not meet the requirements of both past experience and key personnel qualifications, and the aforementioned submission requirements, it will not be further evaluated based on price. The actual release date of the Request for Proposal (RFP) is anticipated on or about Monday, July 7, 2003. Funds are not presently available and award is contingent upon the availability of appropriated funds, from which payment for contract purposes can be made. The performance period from contract execution to project completion is approximately 90 calendar days. The resulting contract type shall be firm fixed price (FFP). Information regarding a site visit will be announced in the RFP. A site visit is recommended. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is open to all business concerns. Therefore, responses from both small and large business concerns will be considered and evaluated for selection. Small business and minority-owned and woman-owned businesses are strongly encouraged to participate. Small disadvantage businesses must be precertified by the Small Business Administration in order to be considered for evaluation as such, under the new Federal regulations. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone small business concern and/or a small disadvantaged business concern. Contact your local SBA office for further information. The Government recognizes the talent existing in smaller firms and encourages their participation in construction of Federal facilities. The solicitation will be made available electronically at the FedBizOpps website on the Internet at http://www.fedbizopps.gov. This site provides instructions for downloading documents. It is the contractor?s responsibility to monitor the site for the release of the solicitation and amendments, if any. The subject drawings for this solicitation include Sensitive But Unclassified building information (SBU). For reasons of security and before release of SBU information, the requestor must complete and sign the Document Security Notice (this notice will be posted with the solicitation on or about March 10, 2003). All of the following information must be submitted and provided by the requestor via the spaces provided in the Notice: 1. Copy of business license (or other documentation granted by the state or local jurisdiction to conduct business) 2. Company?s Dun and Bradstreet number; and 3. Valid Tax Identification Number. The Notice shall be submitted to the point of contact herein either by mail or facsimiles. No e-mail copies will be accepted. After verification of the preceding information, the requester will be designated as an authorized user and a copy of the drawings will be sent to the address the requester has provided.
