Description
The Naval Facilities Engineering Command, Pacific Division, plans to solicit Base Operations Support (BOS) Services in the Territory of Guam for the Commander, Naval Forces Marianas as one or multiple contracts. All Housing functions are not being included as part of the BOS contract, but will be contracted separately, on a similar timeline. The BOS Guam solicitation DRAFT performance work statement (PWS), with the exception of the MWR Annex, is included as an attachment to this synopsis and is available for downloading at http://www.esol.navfac.navy.mil. The MWR Annex will be provided at a later date. All questions, comments, and suggestions regarding the PWS must be submitted in writing via e-mail to pacdivguam@efdpac.navfac.navy.mil NO LATER THAN July 16, 2003. Government responses to these questions will be provided prior to the site visit, as time permits. A site visit of the Guam facilities covered under this solicitation will be provided on August 11 and August 12, 2003. This comprehensive site visit will allow the contractors to get off the bus and observe the facilities first hand. This site visit should not be considered a pre-proposal conference site visit. Following the site visit, a trade fair will be held on August 13, 2003 at Hilton Guam Resort and Spa, 202 Hilton Road, Tumon Bay, Guam. The objective of the trade fair is to allow potential prime contractors interested in this procurement to set-up booths to present their subcontracting needs and potential subcontractors/vendors an opportunity to set-up booths to market themselves. The solicitation is anticipated to be released on or about October 2003. The required BOS services will provide management and administration of services performed in approximately 17 functional areas. Services to be performed may include, but are not limited to, Management and Administration; Command and Staff (Public Affairs Office); Public Safety (Safety and Contingency); Facilities Support (Engineering Management and Sustainment, Restoration/Modernization); Base Support Vehicles and Equipment; Environmental; Utilities (Steam; Electrical; Potable Water; Chilled Water; Wastewater); Fleet and Family Services Center (FFSC); Morale, Welfare & Recreation (MWR); Galley; Supply; Ordnance; and Port Operations. MWR, FFSC, and Galley Services may be included in the solicitation of the BOS contract, but are also under consideration for accomplishment through a separate contract. The Navy has not determined the type of contract; the types of contracts under consideration include both firm-fixed-price and cost-reimbursable, based in part on previous industry feedback. A source selection procurement is envisioned that consists of the submission of price and technical proposals. The proposed contract is to be awarded approximately July 2004, with a mobilization and phase-in period of approximately 3 months, leading to full performance in October 2004. The North American Industry Classification System (NAICS) Code is 561210 (previously SIC Code 8744). The applicable size standard is $23 million. Parties planning to attend the site visit of the government facilities on August 11 and 12 are required to complete the attached site visit registration form and submit via facsimile to (808) 471-5881 or via e-mail to pacdivguam@efdpac.navfac.navy.mil NO LATER THAN July 11, 2003. In the event of cancellations or substitution of attendees for the site visit, please contact us immediately, but no later than July 23, 2003 via e-mail to pacdivguam@efdpac.navfac.navy.mil. All parties interested in attending the trade fair are required to complete the attached trade fair registration form and submit to the appropriate address listed on the form NO LATER THAN July 30, 2003. All parties interested in reserving a booth at the trade fair are required to complete the attached booth reservation form and submit to the appropriate address listed on the form NO LATER THAN July 18, 2003. There is a limit of one booth per firm. There is a limited number of booths available so it will be on a first come, first serve basis. Additional information regarding the booth reservations will be e-mailed to all those that submit the booth reservation forms. Agendas and any other additional information regarding the site visit and trade fair will be e-mailed to all registered attendees no later than August 1, 2003. A future pre-proposal conference site visit will be offered when the solicitation for BOS Services in the Territory of Guam for the Commander, Naval Forces Marianas is issued. This synopsis is informational and for planning purposes only. This is not a request for proposals and no solicitation will be issued at this time. The following special conditions and limitations are provided. The government reserves the right to cancel this acquisition at anytime. The government is not responsible for any costs incurred in order to participate in this acquisition process. All information submitted is at the offeror's own expense.
