- SUBJECT: FINAL DECISION OF STREAMLINED COST COMPARISON STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF HEALTH AND HUMAN SERVICES, PROGRAM SUPPORT CENTER This synopsis announces a Final Decision on a streamlined cost comparison study of the DHHS/PSC/AOS, Division of Technical Support, Telecommunications Branch, located in Rockville, MD and Washington DC. This study has resulted in a Final Decision that the performance of the functions and operations of the Telecommunications Branch should remain in-house (performance by incumbent Government personnel totaling 15 FTEs). Based on the completion of this study on May 27, 2003, a Tentative Decision was posted on June 3, 2003, which initiated a 20-day public review and administrative appeals period. The public review and administrative appeals period has concluded as of close of business on June 23, 2003 with no administrative appeals having been filed. Therefore, this notice affirms the Contracting Officer?s Tentative Decision that the Telecommunications activity remains in-house.
