- FEDBIZOPPS ANNOUNCEMENT FOR CIVIL RIGHTS ? June 30, 2003) The purpose of this notice is to provide a public announcement of an A-76 acquisition. The Department of Energy (DOE) had begun a direct conversion of seven (7) Federal employees performing the activity under OMB Circular A-76, Performance of Commercial Activities, (Dated 1999) and the Circular A-76 Revised Supplemental Handbook (Dated 2000) in the Office of Civil Rights, at the Forrestal Building, Washington, DC. This acquisition is for support services to process complaints of discrimination, compliance reviews and consulting concerning EEO laws and regulations. A solicitation was issued on April 11, 2003, and closed May 9, 2003. Proposals have been received. This announcement is NOT a request for submission of proposals from private sector providers. This announcement is to advise the public that DOE is converting this direct conversion to a streamlined competition under revised OMB Circular A-76 dated May 29, 2003. The projected end date of the competition will not be later than July 30, 2003. The Competitive Sourcing Official is Mr. James Campbell. The Contracting Officer is Mr. Craig S. Frame. The Agency Tender Official is Ms. Theresa Speake.
