Description
The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the NIST/Center for Neutron Research (NCNR), intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Forschungszentrum Juelich (FZ Juelich) of Germany for the purchase of a Neutron Chopper System.***The NCNR is developing a new neutron scattering technique to enhance its current capabilities in Small-Angle Neutron Scattering (SANS). This new technique will enable neutron scattering studies of the characteristic motions of macromolecules on millisecond time scales for the first time.***The system shall comprise a pair of high-speed, counter-rotating slotted disks in a vacuum tight protective enclosure plus all associated electronics for controlling the speeds, phasing the chopper disks, and monitoring the system to assure safe operation. The system shall incorporate NIST's existing custom-designed and fabricated chopper disks that were fabricated by the Institut Laue Langevin in France, under a previous procurement. In addition, the system must be designed and built for installation in a single 1.5m long section of the pre-sample flight path of the NCNR's NG3 SANS instrument.***Sole source determination is based on FZ Juelich of Germany being the only source with the unique expertise required to design and manufacture the chopper system. FZ Juelich has an existing design for disk chopper systems for neutron scattering applications with similar performance requirements. This design has been successfully built & tested. Furthermore, the chopper system requires integration of NIST's existing chopper disks. The Institut Laue Langevin is the sole designer/manufacturer and has proprietary rights to chopper disk designs and detailed information about the designs necessary for integration. FZ Juelich and the Institut have cooperative projects in some areas. Because of their professional relationship, FZ Juelich will have access to proprietary information with respect to the chopper disks that no other source has or could obtain.***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 18 months after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by July 14, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
