Description
This is a Request For Information (RFI) for Information Technology services in accordance with the FAR subpart 8.4 as supplemented with additional information included in this notice. This announcement constitutes the only notification that will be issued. The RFI number is SP4700-03-T-0022. The Defense Logistics Agency (DLA) is issuing a competitive RFQ to solicit GSA Federal Supply Schedule contract holders for the purpose of entering into a Blanket Purchase Agreement (BPA) using an existing GSA schedule contract for USTRANSCOM and HQ AMC. A two-phased, best-value approach will be used for this source selection. Phase I consists of this Request for Information (RFI) and Phase II will be Oral Presentations. During Phase I, offerors are asked to submit Qualifications Statements to the Government, which will subsequently be used to determine the most highly qualified potential Offerors the Government considers to be the most viable to compete in Phase II. All respondents to Phase I will be notified of their viability to compete in Phase II. An Offeror MUST submit a Qualifications Statement during Phase I to compete in Phase II of the solicitation. Only the most viable respondents from Phase I will be specifically invited to submit an oral presentation for Phase II. Contract award will be made at the conclusion of Phase II. The requirement is for Experience and capability to perform a wide range of information technology to include but is not limited to: training (development, presentation, and maintenance of C4S course material, curricula, and critiques); information warfare; satellite communications; information assurance; and web application development; Extensive knowledge of transportation policies, procedures, practices, and standards; Joint Command experience; Familiarity with all aspect of COMSEC management and associated COMSEC material; Credible IA experience in an operation/command & control environment; Ability to provide all levels of security clearances as required in a timely fashion; Ability to provide effective management and surge support during wartime contingencies and emergencies in a command & control environment; Credible IP experience in an operation/command & control environment; Extensive knowledge of transportation policies, procedures, practices, and standards and Joint Command experience required for IP/Assurance function; Experience and capability to perform a wide range of information technology to include: Command, Control, Communications, and Computers (C4) network infrastructure; system administration and operations; equipment maintenance; hardware configuration management and inventory control; Information Protection (IP)/Assurance function; and Audiovisual (AV)/Video Teleconferencing (VTC) and C4 executive-level information technology services for both USTRANSCOM and AMC. The organizations are located on Scott AFB, IL. Period of Performance will be 1 year with 4 option periods. The following items must be submitted in order to be considered: A copy of the GSA schedule; Three (3) Points of Contact for similar contracts you have performed on; and a Five (5) page statement addressing your company?s experience in performing these contracts as the relate to this requirement.
