EXECUTIVE OFFICER, USAID/SRI LANKA SOLICITATION NUMBER: 383-03-001 ISSUANCE DATE: June 26, 2003 CLOSING DAE: July 15, 2003 SUBJECT: Solicitation for U.S. Personal Services Contractor (USPSC) Executive Officer for USAID/Sri Lanka. The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (SF-171 or OF-612) from U.S. Citizens only. Submissions shall be in accordance with the attached information at the place and time specified. Further, applicants must be available to begin work August 18, 2003. PERIOD OF PERFORMANCE: Fourteen Months with the possibility of an additional one year, subject to the Mission requirement and availability of funds. 7. PLACE OF PERFORMANCE: Colombo, Sri Lanka 8. SUPERVISION: Reports directly to the Mission Director 9. STATEMENT OF WORK: NATURE AND SCOPE OF WORK: The Executive Officer serves as the principal advisor to the Mission Director and mission staff with full responsibility for providing leadership, advice and staff support in the administrative management functional areas of: management analysis; office services management; budget planning, formulation and control; procurement of commodities, services, supplies, equipment and facilities; property and supply management; personnel management and services; housing; transportation; equipment and maintenance services; communications and records management and space planning. DUTIES AND RESPONSIBILITIES OF THE POSITION: The contractor, under the direct supervision of the AID Mission Director, or his/her designee shall be responsible for managing the full range of EXO services at USAID/Sri Lanka. S/he shall: Be responsible for advising the Mission on best practices for planning, implementing and evaluating management functions of the USAID office in Sri Lanka; Provides policy advice and guidance on the management and support functions and services required for effective program implementation; Develops and prescribes appropriate internal mission management systems and policies. Plans and directs continuous evaluation of the organization, staffing and services of the mission to ensure maximum utilization of material and human resources. Establishes and maintains a directive system for internal issuance of policies, procedures and notices to Mission personnel. As a senior staff officer, participates in project planning and review, in evaluating support implications, feasibility, projected costs and drafting or advising on appropriate support budgets; Provides expert advice to the Director on the support services required by AID that are provided through a consolidated services arrangement under the ICASS and monitor the adequacy of such services in terms of quality and quantity. Act as the advisor to the Director on what actions are required to ensure compliance with the ICASS agreements; Establishes effective working relationships with the U.S. Embassy, cooperating government, other U.S. Government and voluntary agencies, other institutions and contractors operating within the cooperating country. Responsible for advising and supporting the Mission Director on the full range of personnel matters, including developing and implementation of appropriate personnel procedures, in accordance with USAID directives; Develops the operating expense budget for the mission; direct the administration of the operating expense budget ensuring prompt and legal obligation of funds. Provide day-to-day oversight to the financial staff (technical supervision provided by USAID RFMO/India). Assumes leadership in planning and conducting staff development activities, including training and awards program. Represents USAID in such interagency fora as the ICASS Working Group, the Inter-Agency Housing Board, Post Employment Committee, Inter-Agency Awards Program, etc. Oversees procurement, installation, training, usage and development of Mission ADP capability. Responsible for administering the Mission security program under the guidance of the Regional Security Officer. EXO serves as unit security officer for the Mission. Responsible for establishing and maintaining an active continuing program for managing the mission’s records management program in accordance with the provisions of ADS 502. SUPERVISION/OVERSIGHT OVER OTHERS Manage, supervise and mentor: one General Services Assistant, FSN-8; one Computer Systems Manager, FSN-10; one Acquisition Specialist, FSN-10; three Chauffeurs; one Personnel Assistant, FSN-9; one Reproduction/Mail Clerk, FSN-04; one Accountant, FSN-10; one Voucher Examiner, FSN-08. QUALIFICATIONS: A. Education: A Bachelor’s Degree in Business Administration or relevant management experience is required. B. Experience: Seven years of progressively responsible government administration experience with any USG agency desirable, USAID in particular. Experience in building renovation in accordance with US Government physical security standards is essential. Working knowledge of USAID’s policies and programming is essential. Demonstrated proficiency in USAID administrative policies, regulations, budgets, methodologies, and documentation. Strong interpersonal skills enabling him/her to establish and maintain strong contacts with counterparts both inside and outside of USAID, and to work collaboratively with USAID customers. Demonstrated ability to train and motivate staff is required. Previous management, supervisory and staff development skills are required. Cultural sensitivity is required.
