Description

The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue a Request for Proposal (RFP) No. N66001-03-R-5050 for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract to provide Real-time Targeting and Retargeting (RTR) Software Design and Software Development support. The government is planning a multiple award type contract pursuant to the criteria in the resulting RFP. This includes the research and development through product implementation, and the integration and development of the functional interfaces and components that combine live entities and simulations into a synthetic environment. This requirement will also provide for the transfer of RTR information using military data links among the Joint Forces Air Component Commander (JFACC), Tactical Aircraft assets and other associated battle group C4I systems. Ninety percent of the work will be performed at government facilities. The estimated level of effort for the planned period of performance of five years is 239,200 hours (143,520 hours for the three-year base period and 95,680 hours for a two-year option period). This is a small business set-aside procurement. The North American Industry Classification System (NAICS) code for this effort is 541330 and the small business size standard is annual average gross revenue for the past three years of no greater than $23,000,000. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command (SPAWAR) E-Commerce Web Page at http://e-commerce.spawar.navy.mil under Business Opportunities. Any amendments, when issued, will also be available only on this web site. Issuance of the solicitation is estimated for 31 July 2003.
