- See Commerce Business Daily Note 22. The Defense Threat Reduction Agency (DTRA) has a requirement to extend the support to the Analyses and Methodology Development for the Hard &Deeply Burried Target Defeat (HDBTD) Integrating Integrated Product Team (IIPT). DTRA intends to issue a modification against Contract No. DTRA01-02-C-0036 on a non-competitive basis to Defense Group Inc. This modification will extend the period of performance through 31 December 2003. The services provided will be a continuation of services to support the Office of the Secretary of Defense Hard and Deeply Buried Target Defeat Integrating Integrated Product Team (OSD HDBTD IIPT). These services include: providing analyses, analytical methods, and expert advice to DTRA in the preparation of updates for the internal use of the Report to Congress on Hard and Deeply Buried Target Defeat (HDBT) development; development of a strategic roadmap for HDBT; development of a common framework for the analysis for multi-agency program activities and budgets; and integration of products from several Working Integrated Product/Process Teams. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1) implemented by Federal Acquisition Regulation 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.'
