Description
This is a modification to the synopsis entitled "Wildlife Strike Hazard Assessment/Burrowing Owl Mgmt at Moffett Federal Airfield" which was posted on 06/05/03. You are notified that the following changes are made: After receiving response(s) from the initial synopsis, the Government made the determination to open this Request for Quotation competitively as a small-business set-aside. The structure of the requirement has been modified slightly and split into two tasks, one of which is a priced option. Task 01 will be to prepare and implement a Wildlife Monitoring Program at Moffett Federal Airfield. Period of performance for this task is 12 months. The second, optional, task is to review and recommend changes to Moffett Airfield's Wildlife Management Plan. This option includes a requirement for the vendor to prepare a Burrowing Owl Management chapter for inclusion in the Airfield's Wildlife Management Plan. Anticipated performance for this task is four months. This procurement is being conducted under Simplified Acquisition Procedures (SAP), using written quotations. The Government does not intend to acquire a commercial item using FAR Part 12. See note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541620 and $6M, respectively. The anticipated release date of RFX2-12313-JAC is on or about 07/01/03 with an anticipated quote due date of on or about 07/07/03. All responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/ARC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=21 Potential quoters are hereby advised of the method being used by NASA to acquire quotations for this requirement. NASA is seeking to expand its capability in the field of electronic procurement (aka eProcurement or eBiz) in order to streamline and improve our solicitation processes. Toward that end, NASA has selected Ariba, Inc. (an e-commerce application provider) to implement a prototype approach for electronic procurement, which will be utilized for this requirement. Ariba's Enterprise Sourcing leverages the use of the Internet to enable business-to-business (B2B) collaboration and to facilitate the sourcing process. The Ariba website is secure and reliable. There is no infrastructure investment required from vendors and no fees to participate. All interested sources must provide the following information to the Contracting Officer, Joanne Comstock, in order to participate: Company name, contact name, contact phone, contact email, and contact fax. The website will mirror the traditional solicitation process while potentially increasing efficiencies in the sourcing lifecycle and thereby producing savings for both NASA-Ames and its vendors. The solicitation will be created and posted online, and quotation must be posted online as well. Vendors who have provided the needed information to the Contracting Officer will be notified when the solicitation is posted, at which time they may access the event and related documents online. Said vendors will receive an e-mail inviting them to participate in the RFQ event. It will provide each vendor with a user name, a password, and the URL for accessing the on-line RFQ. Awards will be made as soon as possible after the on-line bidding event, on or about July 14, 2003. Award will be based on best value to the Government. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential quoters will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. All contractual and technical questions will be answered via the Ariba sourcing solution. Telephone questions will not be accepted. The due date for responses is extended as discussed above.
