Description
An Industry Day/PreSolicitation Conference is planned concerning Operation and and Maintenance (O&M) services at Re-locatable Over-The-Horizon Radar (ROTHR) sites in Virginia, Texas and Commonwealth of Puerto Rico. The Conference will be held on 22 July 2003 at the Fleet Surveillance Support Command , 1298 Olympic Blvd, Bldg. 310, Chesapeake, VA 23322-4098. The purpose of this conference is to explain what the Navy wants to accomplish with this acquisition and to solicit ideas from industry regarding the feasibility of the program, definition of requirements, and acquisition strategy. ROTHR systems are to be maintained as necessary to meet minimum requirements as specified in the Government-furnished Reliability, Maintainability and Availability (RMA) Performance Specifications. In addition to performing Operation and Maintenance (O&M) of the ROTHR sites, the contractor shall provide, Facilities Maintenance, Communication Support, Management Support, Security, Safety/Environmental Support, Specialized Training, Engineering Support, Logistics, Quality Control and Enhancement Support. The anticipated performance period for this effort is for a Orientation/Phase-In/Turnover Period of 90 days (commencing July 3, 2004), a base period consisting of 12 months of full performance and four, one-year options. All contractor personnel shall have security clearances prior to commencing performance under the proposed contract. In order to make the conference as productive as possible, a draft SOW will be provided on 02 July 2003 to all interested vendors.
