Description
The Naval Air Systems Command (NAVAIR) intends to negotiate a firm fixed price contract with Simula Safety Systems, Inc. on a sole source basis for the Armored Energy-Absorbing Flightworthy and Non-Flightworthy Crew Seats for Low Rate Initial Production (LRIP) for UH-1Y and AH-1Z Aircraft and Training Devices. This FFP contract will be for approximately twenty-two crew seats in varying configurations, a reliability and maintainability program, a quality assurance program, acquisition logistics support, contractor engineering technical services, interim spare and repair parts, support equipment, and technical data required to support this effort. This requirement will be procured in accordance the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Simula produced and qualified the Armored Energy-Absorbing Flightworthy and Non-Flightworthy Crew Seats for the UH-1Y and AH-1Z Aircraft under the EMD R&D Contra, and is therefore, the only qualified manufacturer with the technical data and experience necessary to meet the Government?s needs. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 16 July 2003. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not pay for any information received. Electronic proposals are preferred, but facsimiles are acceptable. Note 22 applicable to this synopsis (sole source)
