Description
Part 1: GENERAL 1.1 Scope. This Statement of Work defines the requirement for Just in Time (JIT) Products Parts Support for manufactured parts at NADEP Jacksonville for the repair of NADEP EA-6B aircraft. The contractor shall provide all services and material required to manufacture, repair and deliver replacement manufactured parts on a ?make per sample? or ?make per print? basis in accordance with government provided technical data. The contractor shall provide the raw materials and the Quality Assurance process to manufacture the parts required by NADEP JAX. 1.2 Background. Standard Depot Level Maintenance/Modification/In-Service Repair/Integrated Maintenance Concept (SDLM/MOD/ISR/IMC) for out of production aircraft realize a high incidence of fatigued, no longer stocked or OEM manufactured items. These out of date parts are having a negative impact on NADEP aircraft delivery and Fleet readiness. The individual parts being addressed have reached the end of safe service life. The government seeks to offset the negative impact of extended lead-times and local manufacturing backlog due to the high tempo of NADEP operations in support of ongoing Fleet contingencies and operations Part 2: APPLICABLE DOCUMENTS NAVAIR INSTRUCTION 4200.25D MANAGEMENT OF CRITICAL APPLICATION ITEMS INCLUDING CRITICAL SAFETY ITEMS PART 3: REQUIREMENTS 3.1 Qualified Sources The manufacturing capability must be a NADEP Jacksonville or NAVICP approved repair and manufacturing source in accordance with NAVAIR INSTRUCTION 4200.25D. If the company is not a qualified source as identified by NAVAIRINST 4200.25D PARA 6.B., ?SOURCE APPROVAL? OR ?ALTERNATE SOURCE APPROVAL? is required by the material officer/BDE (local representative). 3.2 Minimum Equipment The contractor shall have on hand the necessary equipment and quality processes to ensure the requested items can be manufactured and delivered within the proposed timeframe. Precision machining and fabrication utilizing sophisticated numerically controlled equipment is required. Sub-contract operations can be used for additional plating and inspection processes. However, the intended sources of the subcontracted services must be identified to the Government. Level III non-destructive inspection process in x-ray, visual, exotic metal welding and brazing and painting and preservation are also required. The equipment used must also be capable of maintaining the tolerances specified and provided in the Government technical data package. 3.3 Certification Requirements For each manufactured item the contractor shall provide a certificate of conformance indicating compliance with all technical data. The certification will be enclosed with the shipping documentation accompanying the part. 3.4 Inspection Requirements Acceptance and inspection shall be at origin. Government Source Inspection (GSI) shall be required for all Critical Safety Item (CSI?s) (flight critical) unless waived by the Basic Design Engineer (BDE) and for non-CSIs unless waived by NAVICP. All CSIs shall receive 100% inspection for each piece/component of all critical characteristics as identified by Flight Critical Request for Engineering Instruction/ Request for Engineering Instruction (FCREI/REI) Serial No?s. xx-xxxx-xx, and as identified on the component drawing, specification, technical data package, or as otherwise established in the contract. First Article must include a Form Fit, and Function on the next Higher Assembly (Aircraft) Interim acceptance will be to the drawing and final acceptance will be to the sample. 3.5 Quality Control Program The Contractor shall implement and maintain a complete, ISO 9002 or MIL-45208A compliant, Quality Control Program (QCP) to meet all the requirements of the contract. The QCP shall include: a. An inspection system covering all the services required by the contract b. Methods for identifying, preventing and correcting deficiencies in the quality of the service performed before the level of performance becomes unacceptable. c. A file on all inspections conducted and the corrective action taken. This file shall be made available to the Government during the term of the contract. 3.6 Quality Assurance Requirements 3.6.1 Raw material (mat?l certs) must be traceable and identifiable from start to finished product. Documented evidence that the item to be supplied was/will be manufactured and/or maintained by the prime contractor, approved manufacture, or FAA certificate holder is identical to the product that was initially manufactured, and is in full compliance with all specifications, drawings, storage, packaging, and handling requirements, and other associated requirements. Additional documentation is required to demonstrate to the Government?s satisfaction, the Government?s ability to obtain all information necessary to trace the items back through the manufacturing process in the event of the item failure. The heat number and traceability numbers on the raw stock usually provides the government the necessary Objective Quality Evidence (OQE) to trace the item back to the required documentation. The manufacturing process information includes, date and place of actual manufacturing and additional information as appropriate, such as verification of all aspects of material, manufacture, special processes, personnel certifications, assembly, and inspection. This information shall be made available upon request of the government. 3.6.2 (IAW NAVAIRINST 4200.25D 6.b.6. For CSI?s, proposed changes to approved sources? manufacturing processes, methods, controls, manufacturing locations, or manufacturing facilities that were used to demonstrate the approved sources? capabilities shall be reviewed and approved by the BDE prior to accepting delivery of the CSI. Solicitations and contracts for CSI?s (flight critical) components shall require the contractor to notify the procuring activity through a formal Request for Deviation or Waiver of any such proposed change. For CAIs other than CSI?s, NAVICP shall establish procedures to assure the acceptability of changes to processes, methods, controls, manufacturing locations and facilities that potentially affect the acceptability of the item. 3.6.3 REQUIREMENT- IAW NAVAIRINST 4200.25D 6.a.12/13 Reparable CAIs (including CSI?s) shall have serial numbers on the item and on the packaging following DoD 4140.1-R, Section C6.5, Material Management, DoD Flight Safety Critical Aircraft Part (FSCAP) Program, unless determined otherwise by the cognizant BDE. When impractical to establish serial numbers on the item itself, reparable CAIs (including CSI?s) shall have distinguishable marking schemes approved by the BDE. The technical documentation shall reflect the appropriated marking scheme. Consumable CSI?s shall have serial numbers, contractor cage codes, or distinguishable marking schemes when required by technical documentation following DoD4140.1-R. When not required by technical documentation, consumable CSI?s shall have serial numbers, contractor cage codes, or distinguishable marking schemes where practical as determined by the BDE (Basic Design Engineer) and communicated to the procuring activity. The statements as listed in (a) & (b) were developed based on Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items. If the acquisition for this contract falls into a commercial item then (a) & (b) should be appropriate unless otherwise determined by the BDE to follow the above requirements for Reparable and Consumable items. (a) Marking requirements shall be IAW the applicable drawing and MIL-STD-129 (DoD Standard Practice for Military Marking) and MIL-STD-130 (DoD Standard Practice Identification Marking of U.S. Military Property) latest revisions. (b) Packaging requirements shall be IAW ASTM D3951, Standard Practice for Commercial Packaging. In addition, a packing list, invoice, or shipping documents shall accompany or be included in ALL shipments. The documents shall include the following: Complete MARK FOR including requisition (TCN) number; Order Number; CLIN; National Stock Number (NSN) or Part Number if NSN is not available; Quantity; and Unit of Issue. 3.6.4 First Article Information- IAW NAVAIRINST 4200.25D 6.c.6 and consistent with FAR Subpart 9.3 the following information applies. a) First Article Test (FAT) shall be incorporated when specified in drawings, technical data packages, in response to Source Approval Request (SAR) packages or when otherwise specified by the BDE. The FAT requirement shall not be waived without the concurrence of the BDE. As a rule, waiver of FAT should be considered provided the manufacturer: 1. was previously approved for that item; 2. has successfully manufactured and delivered the specific CAI (including CSI) within the past 3 years; 3. has no unfavorable quality history; and 4. has not made any changes to the item, processes, or sub-contractors used to manufacture the item successfully in the past. Exceptions to First Article- Normally, testing and approval is not required in contracts for? a. Research or development; b. Products requiring qualification before award (e.g., when an applicable qualified products list exists; c. Products normally sold in the commercial market; or d. Products covered by complete and detailed technical specifications, unless the requirements are so novel or exacting that it is questionable whether the products would meet the requirements without testing approval. 3.7 Contract Manager The contractor shall designate in writing, a contract manager responsible for ensuring compliance with the requirements of the contract and serve as the main point of contact for the Government on performance issues. 3.8 Site Visit The Government shall have the option to visit the contractor?s facility to verify material certifications and the contractor?s processes for controlling materials and product quality. The Government shall provide the contractor with 24 hours advance notice prior to any visit. 3.9 Method of Tasking Each requirement placed against the Basic Contract will be in the form of a Delivery Order(DO). Each DO will describe the specifics for that requirement with respect to the end item(s), and delivery schedule(s). Each delivery order will detail the hydraulic lines, fuel lines, gaseous oxygen lines, pneumatic lines and hoses that shall be manufactured by the contractor. The contractor shall provide all manufactured parts in accordance with Government provided technical data packages. In some cases samples shall be provided by the Government to facilitate the manufacturing processes. Some of the dimensions on the parts will be modified by the ordering document. 3.10 Delivery Requirements The vendor shall arrange for local, expeditious, delivery of repaired or manufactured components and parts to the NADEP JAX receiving facility as defined in the individual purchase order. The day the order is initiated is considered the first business day. The fastest possible delivery response of a quality asset in all orders is a requirement. 3.11 Fill Rate Definitions. As used in this section: (a) ?Fill Rate? means the percentage of the total quantity of the items ordered which are received by the ordering activity not later than the required delivery date/time of the order. (1) ?Receipt of Order? means the date/time the purchase order is made to the contractor. (2) ?Delivery? means the date/time on which the item is delivered to the using activity by either the contractor or a designated carrier (b) The contractor shall maintain a minimum of 90% on-time fill rate with a minimum first time quality acceptance of 98% after acceptance of first article items. Government caused delays are not included in the on-time fill rate calculations. (c) Fill rate calculation shall be calculated quarterly on a cumulative basis for all orders received in the quarterly contract period within one month after the end of the quarter.
