- NA The Department of the Interior, Minerals Management Service, intends to make a sole source award to O'Pin Systems Software Products Company. This procurement is for a new web based e-reporting system that will interface with the ABACIS (HP) N 4000 system. The Government intends to negotiate on a sole source basis with REVEAL by O'Pin Systems for this procurement in accordance with FAR 6.302-1. For another contractor to develop the same product with the unique aspects of the system would delay the project unacceptably and result in prohibitive cost duplication. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) working days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
