Description
NA This acquisition is a fixed price best value procurement for seawall construction along the Townsend Inlet frontage in Avalon, New Jersey. Work includes but is not limited to: Removal of existing stone, excavation, placement of a foundation mattress, plac ement of core stone, and placement of capstone ranging in weight between 5 and 8 tons. An existing timber bulkhead may require repair as part of the construction. Marine construction within an open ocean inlet may be required to complete the project. Th e required quantity of stone to complete the project is estimated to be greater than 115,000 tons. Delivery of the stone to the site will be required by barge. The completed seawall length will be approximately 2,950 feet. Completion time is 335 calendar days. Major evaluation criteria for selection will include Price and Technical proposals, which will be approximately weighted equally. The technical evaluation criteria in descending weighted order will include: Past Performance, Specialized Experience, Project Management Plan, and Key Personnel. The detailed evaluation criteria will be included in the RFP package. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the greatest value to the Government. The NAICS Code for this project is 237990 (SIC 1622) and the small business size standard is $28.5 million. Issue date for Request for Proposal (RFP) Number DACW61-03-R-0032 is on or about July 21st, 2003 with proposals due by close of business on or about August 21, 2003. Interested contractors may view/download this request for proposal and all amendments from the Internet at the following address: https://ebs.nap.usace.army.mil/AdvertisedSolicitations.asp on or after the issue date of the request for proposal. Hard copies will not be provided. Interested firms must register for this request for proposal through this web page. No written or faxed requests will be accepted. If any information changes during the advertise ment period, contractors are responsible to make changes to their user profile on the Internet. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to the Internet at the above addr ess. Hard copies of amendments will not be furnished. It is the contractors responsibility to monitor the web page for any amendments to this solicitation. Estimated cost range of the project is $10,000,000 to $25,000,000. All contractors must be registere d in the Central Contractor Registration database prior to award. Instructions will be included in the RFP package. Liquidated Damages will be specified. Davis Bacon rates will be applicable to the construction and bonding is a requirement. If your bid gua rantee is in the form of a bid bond, the bond must be properly signed by both the bidder and surety (bonding documents including power of attorney should bear an original signature by an officer of the surety) and all required seals must be affixed. This procurement is advertised as unrestricted. Affirmative Action to ensure equal opportunity is applicable to the resulting contract.
