Description
This synopsis is a tool to perform market research for the 68 EWS/EWS Suppression Enemy Air Defenses (SEAD) requirement. The Air Armament Center (AAC), 68 EWS/EWS is anticipating an award on a sole-source basis to Ball Aerospace and Technologies Corporation (BATC), Systems Engineering Operations, 9179 Aero Drive, San Diego CA 92123-2411, for engineering and analysis support for High-speed Anti-Radiation Missile Queued Six (6) Degree of Freedom (HARM Q6DOF) missile simulation and modeling and associated Suppression Enemy Air Defenses (SEAD) test planning and analysis. The government is considering a 5-year firm-fixed price contract consisting of a one-year basic period and four one-year options. The estimated level of performance for the new contract will be approximately one man-year per year. Interested sources must be proficient in using the following: 1) HARM Q6DOF Instruction Level Compiler missile simulator to run HARM Block IIIA/V? missile simulations, building Q6DOF Event Description Language (EDL) input files, using CAEWS and various data sources (EWIR, etc.) to determine the threat operating characteristics into usable EDL input files, using the standard Q6DOF data output files and 53d Wing developed data extraction programs to analyze HARM performance, building HARM Block IIIA/V avionics handoffs in accordance with avionics (F16/LAP, Phase 2 and 3, HARM Targeting System) capabilities and limitations, and maintaining the 53d Wing developed UNIX and FORTRAN program used to process Q6DOF data and be able to modify them as required. 2) F-16 MUX, Aircraft/Launcher Interface Computer handoff words (ALIC HOW) and status reports, and HARM telemetry data to analyze F-16/HARM flight test performance. Sources must have a working knowledge of HARM and ALIC detailed designs in order to review design changes and recommend the best approach to meet operators? needs. Potential offerors must also hold a current Top Secret clearance with SCI access. Interested sources having applicable interest, capability and background should submit a statement of capabilities (SOC) to this synopsis that specifically addresses each of the screening criteria listed above. Statement of capability packages shall be submitted by email attachment to Ms Sharon Lovelace, sharon.lovelace@eglin.af.mil, hand carried or mailed to AAC/PKZB, Attn: Ms Sharon Lovelace, Building 350, 205 West D Ave, Suite 433, Eglin AFB FL 32542-6864. Responses should reference Solicitation F08635-03-R-0143. Submission of qualification packages is requested 15 days after the publication of this notice. This synopsis is for information and planning purposes only, does not constitute a Request For Proposal (RFP), and is not to be construed as a commitment by the Government. Respondents to this notice will not be notified of the results of the evaluation of information submitted. After statements of capability have been screened, a solicitation will be issued to those prospective sources who, in the sole judgment of the purchasing activity, have the potential of successfully fulfilling the requirements of the planned contract. This requirement will be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements.
