Description
The Federal Highway Administration requests statements of capability from business firms addressing their ability to perform tasks in the areas listed below. Your statement must address ALL tasks and each task area listed below individually. The NAICS code for tasks discussed in this notice is 926120. A. INFORMATION-SHARING ACTIVITIES 1. Development and Maintenance of a Web-Site. Ability to develop and maintain an Internet-based clearinghouse and referral center uniquely tailored to meet the needs of State DOTs. This Web site will contain information on best practices, programmatic approaches to environmental stewardship and streamlining, and other related materials, such as contact information and reports and publications on environmental best practices. Ability to effectively solicit information for these electronic listings from academia, state and federal agencies, private vendors, and other organizations. Services will be tailored towards state departments of transportation providing them with pertinent resources (e.g., contacts, linkages, programmatic documents, etc.) necessary for effectively and efficiently incorporating environmental stewardship goals into the programmatic functioning of their state agencies. 2. Creation of Programmatic Agreements library. Ability to produce a library of existing programmatic agreements between transportation and resource agencies pertaining to cultural and natural resources. Ability to collect the agreements, compile them into a useable format, and highlight key language considerations that have proven to be successful. Ability to assist State DOTs both with maintaining programmatic agreements and with institutionalizing them into their business structures. 3. Tribal Consultation ? Creation of Best Management Practices Web Site Ability to utilize a website to host a best management practices topic devoted to the issue of State DOTs? consulting with tribes as part of the project development process. B. TRAINING/PROBLEM SOLVING/PARTNERSHIP BUILDING ACTIVITIES 1. National Program on Context Sensitive Design/Solutions Training Context Sensitive Solutions (CSS) have the potential to change the way State DOTs and other transportation agencies do business by encouraging engineers and designers to think ?outside the box? when delivering projects to their customers ? i.e., beyond the standard answers that they have been using to solve transportation problems over the past half century. Demonstrate the ability to spread the concepts and principles of CSS to state and local transportation agencies through the development of a national training program. 2. Facilitated Problem Solving Meetings: Ability to assist State DOTs with incorporating environmental stewardship activities into their operating procedures. 3. Development of Strategic Plan for Environmental Training Ability to develop a strategic approach to address the needs of environmental training for use by State DOT?s and their partners, particularly those from the consulting community, and to conduct a focused examination on the issue of training environmental professionals. 4. Use of Web-Based Conference Calls to Members Ability to produce conference calls effectuating organizational change in the area of environmental stewardship in a state DOT. 5. EMS Outreach Ability to provide seminars for key transportation stakeholders, e.g. transportation consultants, resource agencies, and public interest stakeholders, on the role of Environmental Management Systems (EMS) in state DOTs. C. TECHNICAL ASSISTANCE ACTIVITIES 1. Manage an Expert Team for Delivering Technical Assistance Ability to convene a cadre of highly-qualified and experienced planning, environmental, and engineering professionals to provide on-call technical assistance. 2. Mitigation Measures and Project Delivery Ability to develop a program to examine techniques for successfully implementing mitigation for project impacts; evaluate their performances; and then disseminate the pertinent information to key decision-makers in the transportation community. ADDITIONAL SKILLS AND ABILITIES Ability to advance and develop technical transportation standards utilized by the industry. Experience in providing transportation engineering and program management technical guidance through mediums such as publications, videoconferences, conferences, seminars, and software development. Ability to establish partnerships with a wide spectrum of state, Federal, and local agencies, academic institutions, interest groups, and contractors to collaborate on improving transportation, enhancing program delivery, and incorporating strategies for environmental protection.
