Description
The National Technical Information Service (NTIS), an agency of the Department of Commerce, Technology Administration, is authorized to enter into joint ventures pursuant to Section 3704b(a)(1)(A) of Title 15 of the United States Code. NOTE: This is not a procurement. NTIS is looking for a joint venture partner who will develop, host, and maintain a searchable online version of the Social Security Administration?s (SSA) Death Master File (DMF). Target audience is small to medium sized organizations in the fields of government (federal, state and local), banking, finance, insurance, fraud detection, investigation, security, medical services, and more. The searchable online version is expected to be updated weekly. Revenue will be derived from the sale to the public of access to the file. NTIS has for more than fifty years fulfilled its mission of acquiring and disseminating information obtained from both government and private sector sources worldwide in response to the needs of government agencies, and the general public. NTIS is also responsible for implementing new methods or media for disseminating information, including producing and disseminating information products in electronic format. Currently NTIS distributes the full DMF, which contains approximately 70 million records (approximately 9 Gb of data at this time) of those whose deaths have been reported to the SSA, as well as weekly (50,000 records, 5 Mb) and monthly (200,000 records, 20 Mb) updates to this file. The updates contain new deaths, corrections and deletions, and are offered as raw data on magnetic tape, CD-ROM and downloadable from the NTIS Web site. NTIS will continue to offer these products, whose distribution is not made a part of the joint venture. NTIS will 1) conduct an active marketing program to reach potential private and public sector users; 2) provide the partner with the DMF full file each quarter as well as the weekly and monthly updates; 3) provide the partner electronic access to the NTIS Web-based download application; 4) manage the customer base, taking orders, providing customers with initial passwords and IDs, billing and collections; 5) accept and process sales orders and refer them to the partner for access to the level of inquiries requested by the customer. NTIS? joint venture partner will 1) assist NTIS in identifying potential markets; 2) develop, host, and maintain a secure Web site with an application for searching the DMF; 3) demonstrate ability to offer single and batch searches; canned, automated searches submitted by customers; 4) bear all costs for the development, hosting, and updating of the file on a weekly basis; 5) demonstrate experience validating identities of potential customers; 6) demonstrate experience in hosting a secure Web site and in securing the data; 7) demonstrate ability to provide at least 508, level 1 compliance; 8) demonstrate ability to provide a link to NTIS for all new customers to register, subscribe; 9) demonstrate experience working with government agencies on similar partnership bases; 10) submit a pricing scheme for the various kinds of searches mentioned above; and 11) present NTIS with a revenue sharing scheme. The parties will negotiate an agreement by which they will share the revenue from the sale of products to the public on a weekly or monthly basis as described above. Revenue from these services will be determined based on the nature of the products and services offered and by the work that will be performed by each party. The parties will jointly determine all prices for the sale of inquiries covered by the Agreement based on a mutually agreeable formula and consultation on any items that may be outside the formula. Anticipated revenue streams must be addressed in the response. The solution(s) provided will enable the parties to provide customized solutions to differing market segments. Proposals must address timelines for development, testing and implementation of Web application. NTIS will provide the record layout of the DMF upon request. NTIS proposes the joint venture remain in place for an initial period of three (3) years. Presentations may be made at the request of NTIS. Any such presentation must cover all aspects of this RFI. NTIS will evaluate responses based on criteria listed above. Prospective joint venture partners are required to describe and reference the technical capabilities of their services, describe their technical expertise and provide a concise description of their experience and ability to provide these services to NTIS. NTIS operates a clearinghouse for the information it collects, delivering databases and content selected by consumers in paper and electronic format, and also supports the fulfillment needs of users for the delivery of historic or archived materials produced in print-on-demand paper, demand microform or CD-ROM, or via on-line electronic access.
