- Description
- The National Oceanic and Atmospheric Administration (NOAA), Stellwagen Bank National Marine Sanctuary (SBNMS) is issuing notice of intent to negotiate a sole source procurement with the International Wildlife Coalition (IWC), to conduct research and provide technical assistance and expert advice on marine mammal and human interaction and analyze existing data on marine mammal abudance and distribution. It is critical that accurate and concise data is provide to proceed to the next level of formulating working groups to identify management goals and objectives. Contractor shall perform various research task relative to the marine mammal/human interaction and the marine mammal and vessel use issues, in addition to coordinating and facilitating work groups. The IWC is in a unique position to conduct these studies rapidly and cost effectively by utilizing previously engineered studies and other conservation efforts. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responible Source. Period of Performance will be 7/17/2003 through 7/16/2004. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 10, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
