- Description
- This is a Re-Announcement Third Sought Notice of an acquisition previously announced under number IN-NRCS-2003-07, Category R to Category C--Architect and Engineering Services. The purpose of this amendment is twofold. First, Offerors are notified that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Second, a determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineer Services will be employed. The Natural Resources Conservation Service is performing a Streamlined Competition of Soil Conservation Technician services in the Indiana NRCS office located in Albion, Indiana. These services are currently provided by Government personnel (three (3) FTE). Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. This is not a solicitation. The Competitive Sourcing Official is State Conservationist, Jane Hardisty, and the Contracting Officer is Marla Sparks. The end date of the Streamlined Competition is September 22, 2003.
