Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) published two sources sought notices for clerical support services in eight locations throughout the State of Georgia under Solicitation No. NRCS-6-GA-03 on March 27, 2003 and April 11, 2003. The notice stated that this was an OMB Circular A-76 Direct Conversion with Cost Comparison Study. Subsequent to those notices, a Presolicitation Notice under Solicitation No. NRCS-14-GA-03 was issued on May 30, 2003 and a delay notice issued on June 16, 2003 for the same services which stated that the study was conducted under the OMB A-76 Circular. Currently, Government personnel provide these services. Prospecive offers were advised that the Government reserved the right to retain the work in-house and make no award of contract. Since the Presolicitation Notice under NRCS-14-GA-03 was issued after the Revision of OMB Circular A-76 was made known, the NRCS is notifing prospective offers of the transition of this study to the streamlined competition procedures described in the revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of previous cost rules and procedures that were in effect prior to the issuance of the revised circular. NRCS is further transitioning from the Direct Conversion with Cost Comparison Study to the USDA Express Review Study under the Circular. Under this method, no solicitation will be issued, therefore, Solicitation No. NRCS-14-GA-03 is withdrawn. If after the study is completed, the cost of in-house performance by Government personnel for the services is determined to be the most cost effective, the services will remain in house and continue to be performed by Government employees. If the results of the study indicate that contract performance is less costly than performance in house, the Government will prepare the necessary documents to solicit the services from outside sources. This notice is the first of two notices to be placed in the Fedbizopps to assure proper notification of the transition. .
