Description
This is the second of two sources sought notices requesting information needed by the Government prior to release of any potential solicitation. IF YOU RESPONDED TO THE FIRST SOURCES SOUGHT NOTICE THERE IS NO NEED TO RESPOND AGAIN. Please read the entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for a proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS)is seeking sources capable of providing soil conservation technical services to private landowners and others in Tennessee. These services include conservation planing; field investigations; inventories of soils, livestock, and water resources; collection of data for farm planning; conservation practice layout to include on site assistance, quality assurance during installation of soil and water conservation practices, and practice checkout upon completion; providing conservation informational activities and promoting conservation efforts with individuals and groups in the local area. The services provided also include explaining applicable USDA programs to individuals and working cooperatively with local Soil Conservation District staff and other partner agencies. Currently the NRCS is performing these services with Government personnel. It is intended to perform a cost comparison, pursuant to OMB Circular A-76, in conjunction with all other applicable USDA and Government acquisition regulations. The requirement will fall under the NAICS code 541990. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (ONLY) to Gary Handley at ghandley@tn.nrcs.usda.gov NO LATER THAN APRIL 18, 2003. All valid e-mail responses from prospective offers must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Please include a brief description of your qualifications and capacity to perform this work. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions (1) For North American Industry Classification System NAICS Code 541990, is your business a large or small business (average annual sales for three years of less than $5,000,000 is considered small)? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned business: (3) If disadvantaged business, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES WILL NOT BE ACCEPTED. The solicitation will be made available on the Federal Business Opportunities site when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released in late April 2003. It is recommended that you respond to this notice, including all of the informationrequested above. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification.
