Description
The Naval Air Systems Command (NAVAIR) intends to procure professional administrative and management support services for the V-22 Joint Program Office Integrated Process Teams (IPTs) and Field Activities. Specific support includes, but is not restricted to, the following tasks: 1) Support for V-22 (Tilt-Rotor) Aircraft Weapon Systems Program management/administrative support and resources/operations areas; 2) development/production analyses and technical services in the area of V-22 testing for all V-22 functional areas and V-22 variant aircraft; and 3) independent analyses, technical studies and management services for the V-22 Weapons Systems Program. The contemplated scope includes but is not limited to: A) program management services, presentation, and documentation support, B) test management support, C) test aircraft and laboratory configuration status tracking, D) test program operations, E) program test requirement analyses, F) program test facilities studies, G) training support services, H) simulator program analyses, I) program development/production analyses, J) program test methodology studies, K) program hardware and software technical studies for aircraft weapons systems or subsystems, L) technical data processing analyses, M) technical data services, N) software development analyses, O) human factor analyses, P) system safety studies and training, Q) aircraft weapons subsystems plans, R) R&M/training studies and analyses, S) integrated maintenance support, and T) program administration/documentation. The proposed contract will include a base year plus four option years, and is expected to run from FY2003 through FY2008. It is anticipated that an Indefinite Delivery / Indefinite Quantity contract will be issued. The North American Industry Classification System (NAICS) code is 541330, Engineering Services. The Government encourages, 8 (a) participation in the Small Business Administration's 8 (a) Mentor/Protege Program and teaming arrangements (per FAR 9.6) with other qualified 8 (a) or small businesses. Regulations pertaining to the aforementioned 8 (a) arrangement are available on the Internet at: http://www.sba.gov/regulations/124/. The 8 (a) Mentor /Protege Program is under the regulation 13 CFR 124.520, and the regulation pertaining to 8 (a) teaming arrangements are under 13 CFR 124.513. All 8 (a) firms are to contact their respective district SBA representative if they have any Mentor-Protege Program questions. A bidder's list will be constructed from the responses received. Respondents to any previous synopsis must respond to this announcement to be included on the new list. It is the potential offeror's responsibility to monitor the site for release of the solicitation. Telephone inquiries will not be accepted. All Internet responses must provide the return Internet address, a Post Office mailing address, a point of contact (POC), and telephone number within the body of the response. Internet responses without the aforementioned items will not be recognized. NAVAIR intends to have a pre-solicitation conference located at Patuxent River, MD. All respondents will be notified via e-mail of the exact date of the pre-solicitation conference.
