Description
RFP 528A7-12-03 will be issued on or about March 3, 2003. The solicitation will be unrestricted and issued subject to the availability of funds under the Small Business Competitiveness Demonstration Program of FAR 19.10. Written or faxed requests for the solicitation are required, including company name, address, POC, telephone voice number, fax number, and e-mail address. No telephone requests will be accepted. Work includes all labor, material, equipment and supervision necessary to renovate approximately 1,500 square feet for Occupational Therapy. The project also includes the removal of two walls in Physical Therapy and creation of a doorway in the PM&R Office. Work includes demolition, asbestos abatement, HVAC, electrical, plumbing, erection of interior walls and finishes, etc. Attendance at a pre-proposal meeting tentatively scheduled for March 17, 2003 is considered essential. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Past Experience & Past Performance, and Price. Technical Factors, when combined, are significantly more important than Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated construction cost is between $250,000 and $500,000. NAICS code is 236220 and the small business size standard is $28.5M.
