Description
The General Services Administration (GSA) announces its intention to construct a New Border Patrol Facility in Murrieta, California. The project site is located at the southwest corner of Madison Avenue and Guava Street in Murrieta, California. The new facility will be comprised of several structures, totaling approximately 26,000 gross square feet (2,415 gsm). The structures will include a 21,000 sf (1.951 sm) Station Building, a 5,000 SF (456 sm) Vehicle Repair Facility, and a Car Wash Canopy. The Station Building will house administrative offices, a muster room, armory and evidence rooms, conference room, training room, ADP room, mail room, fitness area and locker facilities with showers and restrooms. The Vehicle Repair Facility will include work bays, an all-terrain vehicle storage and shop area, facility maintenance, and general shop areas. General site work includes fencing and gates, lighting, and drainage systems. The estimated total construction cost of the project is in the range of $4 MILLION - $7 MILLION. Construction award is tentatively scheduled for September 2003 Construction completion is tentatively set for October 2004. Offerors are hereby requested to contact GSA Contracting Officer Lilia West via e-mail and register their interest in becoming the General Contractor for the project by July 11, 2003. Construction acquisition for this project will be by Source Selection process. (FAR Part 15). The technical factor is based solely on the contractor?s quantity of past experience and quality of past performance. Cost and technical factors are of equal weight. As cost and technical factors become more equal, cost becomes more important. This solicitation is being made under the Small Business Competitiveness Demonstration Program. Although this procurement is open to large businesses, small and minority businesses are encouraged to participate. All interested contractors are reminded that the successful contractor (if large business) will be expected to place subcontracts to the maximum practical extent with small and disadvantaged contractors. Before award of the contract, the Offeror (if not a small business having average gross receipts of less than $28.5 million during each of the past three fiscal years) is required to submit an acceptable Subcontracting Plan in accordance with Public Laws 95-507. Solicitation packages will be available by July 14, 2003 . Call Mr. Jerry Woughter of Universal Reprographics San Diego at (619) 295-7882 to obtain a copy of the solicitation package. All potential Offerors are invited to attend the pre-proposal conference/walk-through at the Temecula Border Patrol Facility located on 42135 Winchester Road, Temecula, California on July 31, 2003, 10:00 a.m. to 12:00 noon. Offerors are to notify the Contracting Officer, Lilia West, by sending e-mail to lilia.west@gsa.gov of the names of attendees no later than July 28, 2003. The government reserves the option to cancel this solicitation at any time should funding sources and / or availability of funds fail to materialize.
