Description
PLEASE NOTE THERE ARE TWO SEPARATE DUE DATES THAT MUST BE COMPLIED WITH: 1)FOR THE LETTER OF INTENT AND 2)SUBMISSION OF THE BOA PACKAGE. Southwest Division, Naval Facilities Engineering Command is seeking 8(a) Developmental Stage firms to add to the pool of existing firms for the Basic Ordering Agreement (BOA). Under the BOA, firms compete on task orders for construction and construction related service requirements pursuant to U.S. Small Business Administration's (SBA) Memorandum of Understanding (MOU). The purpose of the BOA is to provide enhanced contracting opportunities to qualified 8(a) Developmental Stage firms (in the first four years of the 8(a) program) that are serviced by the San Diego, Santa Ana, Los Angeles, California and Arizona SBA District Offices. The anticipated types of construction requirements to be provided by the 8(a) construction firms may include emergency repairs (broken and leaking water lines, roof leaks and HVAC and other mechanical projects), minor construction projects (exterior and interior renovations, demolition, painting and installing pipelines), design assistance (on-site design solution for emergency calls and design/build services for minor construction items). The NAICS Code series that begin with 236, 237 and 238 (formerly NAICS 233, 234 and 235) pertain to subject procurement. Individual task orders will range between $2,000 and $500,000. The total value of work to be ordered under each BOA held by an 8(a) Program firm shall not exceed $3,000,000 and the period of performance shall be from September 2003 (or earlier) through 24 April 2004. To qualify for receipt of a BOA, each firm must meet the following criteria: (1) Be certified as an 8(a) developmental stage participant (in the first four years of the SBA program) as of March 30, 2003; (2) Be registered in the DoD Central Contractor Registration (CCR) database. Firms wishing to register or check the status of their registration may do so at.http://www.ccr.gov/; (3) Be listed in SBA's PRONET. The website for PRONET is http://pro-net.sba.gov/ (NOTE: It is extremely important that the information in PRONET and CCR match exactly and failure to match may be cause for rejection); (4) Be able to identify the SBA District Office that services your 8(a) Program requirements; (5) Be licensed/bonded and capable to perform construction work under the NAICS Code series 236, 237 or 238; (6) Be eligible to receive contracts under the NAICS Code identified in the individual task order; (7) Have a bona fide place of business within the Los Angeles, Santa Ana, San Diego or Arizona area; and (8) Have an E-mail address and a FAX number. There will be no industry forum, however, firms wishing to be considered for receipt of a BOA must submit (A) a Notice of Intent and (B) a completed BOA solicitation package. Submit the Notice of Intent to SWNAVFACENGCOM, Attn: Vickie Ball, Code 02R3.VB, 1220 Pacific Highway, San Diego, CA 92132 or e-mail mailto:ballvb@efdsw.navfac.navy.mil no later than 9 July2003 2:00 PM stating the following information: Your company name and address, point of contact, phone number, e-mail address and your SBA servicing office. In addition, you must provide a positive statement that you are an 8(a) Firm in the Developmental Stage with SBA, that your firm is registered in CCR and PRONET and licensed/bonded and capable to perform construction work under NAICS Code series 236, 237 and 238. A late Notice of Intent will not be accepted. (B) The BOA solicitation package (SF1442) will be available on the NAVFAC ESOL website, http://esol.navfac.navy.mil/ on or about 9 July 2003. Please download a complete package and read in its entirety. You are required to fill out the SF1442 back side Blocks 14 ? 20A and Section 00600 Representations and Certification completely and submit no later than the date shown in Block 13A of the SF 1442 to the above point of contact. Early submission is encouraged. Late packages will not be accepted. You must comply with both (A) and (B) above to be considered for a BOA. The BOA program will be opened for solicitation twice a year, March 30th and September 30th and will expire April 2004. It is anticipated that this is the last offering for this BOA.
