- NA Point of Contact , Richard D. Feller, Contract Specialist, (817) 886-1056. This will be a firm-fixed price construction project to repair and upgrade the potable water distribution, water reservoirs, booster pump, water manifolds, and ground level storage tanks throughout the main post and three range base camps in order to meet the water quality standards of the State of Texas Safe Water Drinking Act. Work will include replace water mains, refurbish water reservoirs, replace booster pumps, manifolds, fir e hydrants, water supply control system (WSCS), chlorine room, and aboveground tanks. Estimated Construction Range is $10,000,000.00 to $25,000,000.00. Solicitation will issue on or around 9 July 2003 with a bid opening date on or around 12 August 2003, 1400 hours, central time. The North American Industrial Classification System (NAICS) Code applicable to this project is 237110. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may s ubmit a bid. Bids from large business firms must comply FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned sub contract amount to be placed with the following: Small Business, 57.2%; Small Disadvantaged Business, 8.9%; Women-Owned Small Business, 8.1%; HUBZone Small Business, 3.0%; and Service-Disabled Veteran-Owned Small Business, 3.0%. The plans and specificati ons will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/o r the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check daily for any posted changes to this solicitation. Contracto rs may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. Contractors shall register themselves on the Internet to receive a copy of thi s solicitation on CD-ROM. NO EXPRESS MAIL PROCEDURES WILL BE UTILIZIED ON INITIAL MAILING OF THE CD-ROM.
