Description
NOTICE OF REANNOUNCEMENT--This is a reannouncement of an acquisition previously announced under Classification Code R. The purpose of this reannouncement is twofold. FIRST, offerors are notified that this acquistion, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a standard competition under the procedures of the revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB for retention of the previous cost rules or procedures. SECOND, a determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineer Services will be employed. ORIGINAL TEXT-The Department of Agriculture, Natural Resources Conservation Service (NRCS) is seeking sources capable of providing Geological Analysis Services throughout the fifty states and the Caribbean and Pacific Basins. Currently, the government in-house workforce performs these services. NRCS intends to perform a cost comparison study, pursuant to OMB Circular A-76 in order to determine the most cost effective service provider. Accordingly, a contract may or may not be awarded as a result of the study/cost comparision. If a contractor is selected as the service provider, an award will be made in accordance with OMB Circular A-76 and all other applicable NRCS and Federal Government Acquistion Regulations. The applicable North American Industry Classification System (NAICS) Code is 541330. CURRENT REVISED TEXT-This is the first of three SOURCES SOUGHT NOTICES. In accordance with OMB Circular A-76 commercial offers will be in accordance with Brooks Act Procurement Regulations. The proposal from the most qualified contractor will not result in a contract if government performance is determined to be more cost advantageous. Any contract resulting from this solicitation will have a one year base period and four one year option periods. The selection process will be in accordance with Federal Acquisition Regulation (FAR) Part 36. The Performance Work Statement (PWS) for this Geological Analysis Study has been posted for review and comments on www.fedbizopps.gov, announcement NHQ-03-005. The due date for returning comments on the PWS will be July 9, 2003. If you are interested in competing for the geological analysis work please indicate your interest by sending an e-mail to steve.latimer@ca.usda.gov no later than 2:30 P.M. Pacific Time July 23, 2003. Any comments on the PWS shall be submitted on the COMMENT Form included in the announcement NHQ-03-005.
