Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping and compilation services to be performed in Charleston County, South Carolina. This notice and the resulting solicitation for offers are part of an OMB Circular A-76 Cost Comparison Study, the purpose of which is to determine the most cost effective method of providing these services. Commercial offers will be compared with the Government?s cost to perform these services in house. This is a continuation of the OMB Circular A-76 Cost Comparison Study that was announced in Sources Sought Notices numbered NRCS-23-SC-03, dated March 18, 2003, and NRCS-23-SC-03(2ndNotice), dated April 3, 2003. Prospective offerors are notified of the transition of this study to the streamlined competition procedures announced in the revised OMB Circular A-76, dated May 29, 2003. Deviations to the revised procedures are expected to be allowed by OMB to allow the retention of certain cost rules and procedures that were in effect prior to the issuance of the revised circular. Major duties include: soil investigation, soil classification, soil correlation and soil mapping in order to provide guidance to field soil scientists and others in map unit design, electronic map compilation, application of Soil Taxonomy in classification of soils, and interpreting the soils for many uses. Offerors must have basic understanding of soil surveying principles including use of appropriate field equipment and be able to interpret aerial photography and geomorphology/landscape analysis. Offerors must have basic skills in computer word processing, spreadsheets, databases, and Geographic Information Systems. The services provided include the ability to communicate orally and in writing to explain soil geomorphology, soil properties, and soil classification and interpretation in order to complete work according to USDA, NRCS technical standards. Must be able to collect, organize, and interpret data in order to provide soils information to USDA, NRCS staff, conservation district staff, and other partner agencies. Currently, Government personnel provide these services. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the combined cost of in-house performance by Government personnel plus the cost of converting to contract performance. The solicitation will be released on or about July 7, 2003. Any contract resulting from this solicitation will have a one-year base period and four one-year options. Offers must include both a technical and a cost proposal. The lowest priced, technically acceptable offer will be used in performing the cost comparison and considered for an award. Any resulting award will be in the form of a firm, fixed price contract. This solicitation is subject to full and open competion (unrestricted) with price preferences to SBA-certified Hubzone and SDB concerns. The NAICS code for this requirement is 541370; small business size standard is $4.0 million. The solicitation will be available for viewing and/or downloading from the Federal Business Opportunities website, http://www.fedbizopps.gov, on or about July 7, 2003. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be made available.
