Description
This is a modification of an acquisition previously announced under number NRCS-13-MO-03, Category R. The revised notice of intent will be under number NRCS-13a-MO-03, Category C. The purpose of this amendment is twofold. First, Offerors are notified that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Second, a determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineer Services will be employed. The Natural Resources Conservation Service is performing a Streamlined Competition of Soil Conservation Technician services in the Missouri NRCS offices located in Boonville, Clinton, Warrensburg, Moberly, Higginsville, Keytesville, Sedalia, Fayette and Savannah. These services are currently provided by Government personnel (ten (10) FTE). Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. A Performance Work Statement describing the studied services is available (www.mo.nrcs.usda.gov/contract.asp). Evaluation factors include: 1) Corporate experience with projects for similar services, 2) Staff Qualifications (professional qualifications, specialized experience and technical competence), 3) Past Performance on contracts with Government agencies and private industries in terms of cost control, quality of work, and compliance with performance schedules, 4) Capacity to perform these services in the timeframes noted, and 5) Location in the general geographic area of the project and knowledge of the locality of the project. Interested firms should submit their SF254 and SF255 to the Contracting Officer, USDA, Natural Resources Conservation Service, 601 Business 70 West, Suite 250, Columbia, MO 65203 within 30 days of publication of this announcement (July 23, 2003). This is not a solicitation. The Competitive Sourcing Official is State Conservationist, Roger Hansen, and the Contracting Officers are Angela Wilde and Renee Gardner. The end date of the Streamlined Competition is September 22, 2003.
