Description
NOTE: This is not a new posting. This is a repeat posting for solicitation DTSA20-03-R-00932. The Department of Homeland Security, Transportation Security Administration (TSA), plans to release a Request for Proposal (RFP) to supply 40 caliber pistols for the Federal Flight Deck Officer (FFDO) program. The FFDO program was established under the Arming Pilots Against Terrorism Act (APATA) enacted on November 25, 2002, as part of the Homeland Security Act of 2002. The APATA requires TSA to establish a program to train, equip, and deputize certain pilots of air carriers to be Federal Flight Deck Officers (FFDOs) for the purpose of defending the flight decks of aircraft against acts of criminal violence and air piracy. The Government intends to purchase a commercial item under full and open competition. The resultant contract from this RFP is anticipated to be an indefinite delivery/indefinite quantity type contract with an approximate four month base period and three, one-year options. The Government's requirement is for delivery of from 100 to 2400 pistols in the base period and in each of the three option periods. The Buy American Act will apply. The North American Industrial Classification System (NAICS) code for this acquisition is 332994. The RFP will be posted on or about May 22, 2003. Proposals will be due by 4:30 pm on June 6, 2003. The solicitation will be available electronically only on the Federal Business Opportunities website, http://www.eps.gov. No mailing or distribution list will be developed. The solicitation will be available in Microsoft Word. All responsible sources may submit an offer.
