Description
The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) has been tasked to initiate a Basic Ordering Agreement (BOA) with Bell-Boeing Joint Program Office, Patuxent River, MD, specifically, Boeing-Philadelphia. Boeing Philadelphia is part of the joint program office of Bell-Boeing. The proposed BOA shall cover all peripheral equipment, including provisioned items for repair of repairables, spare and repair parts, technical manuals, support equipment, miscellaneous logistics support services and data for these items as they become necessary for the program are also included. The Government intends to negotiate this BOA under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Bell-Boeing is the sole designer, developer, and original equipment manufacturer of the V-22 aircraft. Bell-Boeing remains the only Support Equipment designer/integrator that has all the required proprietary rights and nondisclosure agreements necessary to design, develop and manufacture Organizational (O) and Intermediate (I) Level Peculiar Support Equipment (PSE). As part of this effort, Bell Boeing will be required to integrate changes to the PSE (both safety of flight and ECP/VECP) that are identified on the aircraft contract. While drawings do exist for some of these items, no other source has sufficient technical data, drawings, software, combined aircraft and PSE expertise, as well as trained technical personnel to fully integrate the required PSE with the aircraft platform. All responsible sources are encouraged to submit a proposal, which may or may not be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
