Description
The Social Security Administration (SSA) has a requirement for technical writing and editing services to update, consolidate and rewrite portions of its program policy operating instructions in accordance with SSA?s policy writing and formatting standards. The desired result will be to have the contractor prepare acceptable drafts of selected portions of the instructions for incorporation into SSA?s Programs Operations Manual System (POMS). SSA will provide the contractor electronic copies of all materials in Microsoft Word 2002 format, and the contractor shall be required to submit electronic files of draft material in the same format to SSA via e-mail. It is estimated that there are 75 sets of policy instructions, and that the average number of pages per set equals 10. SSA will transmit work to the contractor on an evenly-spaced flow basis. All work shall be performed according to generally accepted professional writing standards in terms of such principles as clarity, usage, style, grammar, composition and exposition. The contractor shall provide all the necessary personnel, materials, services and equipment. The vast majority of the services shall be accomplished at the contractor?s place of business. The contractor shall meet with SSA personnel at SSA headquarters in Woodlawn, Maryland within one week after contact award for approximately 2 to 4 hours. Throughout the project it is anticipated that guidance and review will be conducted electronically; however, past experience has shown that in some instances a teleconference or onsite meeting with SSA Headquarters personnel is required. This is a simplified acquisition issued as request for quote number SSA-RFQ-03-0485. This procurement will be for commercial services, prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This requirement is a 100% small business set-aside under NAIC?s CODE 561410. The small business size standard is $6 million. Quotations received from other than small businesses will be deemed unacceptable and given no further consideration. Any qualified small business that believes it has the relevant experience, personnel, facilities, systems, etc. to perform the tasks described can download the solicitation from the FedBizOpps.gov web site on or about June 26, 2003. No e-mail, fax or telephone requests for the RFQ will be honored. Quotations will be due approximately 14 days after issuance.
