Description
This modification is issued to change the solicitation number from N58335-03-R-0112 to N68335-03-R-0113. All other descriptions remain the same. The Naval Air Warfare Center Aircraft Division Lakehurst New Jersey intends to procure through full and open competition a Multi-Aircraft use Aircraft Start System Unit to support the E-2T aircraft for Foreign Military Sales (FMS). The required basic quantity is for six (6) units. The Aircraft Start System is a Commercial-Off-The-Shelf (COTS) Non-Development-Item (NDI). The Start Unit shall be air transportable, self-contained mobile trailer unit for restarting the E-2T Aircraft's T56-427 engine and other aircraft engines. The Unit will have four wheels and be towable consisting of an enclosure assembly, gas turbine engine assembly, fuel system, electrical system, lubrication system, frame and running gear and air delivery system. The Start Unit will be used in furnishing pneumatic power for ground support of aircraft propulsion systems. The Unit's delivery hose that connects to the aircraft's turbine engine shall be capable of providing the large volume of compressed air required to start the aircraft engines. The Start Unit should have a pneumatic minimum capability of 150ibs/min.@49 psia (35 psig). The delivery hose should be 40 feet long with a standard aircraft coupler Kaiser 7550 Series to mate with the aircraft starter. The enclosures shall contain access doors for operation and servicing. The Start Unit shall have a self-contained fuel tank that provides fuel storage for the Unit's gas turbine engine. The Unit shall employ battery power to operate the controls, lights, and to start the gas turbine engine. An engine driven DC generator recharges the battery while the engine is running. A receptacle will be provided for connection of an external electrical power source. The Start Unit shall employ a self-contained lubrication oil system within the enclosure to supply the gas turbine engine's lubricating system. Contractor shall supply manuals, and spare parts list for two years support. In addition, an option for two years of spare parts and an option for operator/maintenance training in Taiwan. The Government is anticipating a Firm Fixed Price type contract. The delivery for the six (6) units shall be delivered no later than March 2004. Delivery will be to Taiwan Air Force via freight forwarder. Hard copy of solicitations and amendments will NOT be mailed to contractors.
