Description

The Bureau of Land Management (BLM) has a requirement for a professional services contract for the development and performance of an Employee Assistance Program (EAP) for all BLM employees and their eligible dependents within the State of California and a small portion of Nevada (Carson City and Las Vegas). The contract will be awarded as a 5-year contract with a base year and options for four additional years of service. Services required will include an orientation session in the base year, and individual counseling services, group critical incident counseling, telephonic advisory counseling, substance abuse evaluations, and informational EAP program materials for the base year and subsequent option years. In order to be considered for award, the Contractor must furnish all labor, supplies, and equipment necessary to perform these services. Counseling Services will be required within 48 hours of a standard request and 24 hours for crisis intervention requests. Licensed clinicians must be geographically located within a one-hour commute of an employee's home or workplace. There are approximately 1000 employees spread over 22 locations Statewide in California and in Carson City and Las Vegas, Nevada. This requirement is 100 percent set-aside for small business under NAICS Code 621330. The Solicitation will be made available on or about July 3, 2003.
