Description
NA The Philadelphia District, U.S. Army Corps of Engineers, is soliciting proposals to execute the expansion of the prime power distribution power systems at Bagram and Kandahar Airbases, Afghanistan. This action is being procured under the Test Program for Commercial Items pursuant to FAR Parts 13 and 15. A written solicitation has been issued and will available for download at https://ebs.nap.usace.army.mil/AdvertisedSolicitations under the above solicitation number on (or about) June 20, 2003. . Hard cop ies will not be available. No written or fax requests will be accepted. Contractors shall download this RFP and any amendments from the web page on or after the issue date of the RFP. The official media of distribution for the RFP is the Web. All amend ments to the RFP will be posted to the Web page at the above address. It is the contractors responsibility to monitor the web page for any amendments. Interested contractors must register on the Internet Web page. If any of the contractors information c hanges during the advertisement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and Amendments. Con tractors are responsible for printing copies of the RFP and any amendments. Interested firms must submit their proposals by 4:00 p.m., July 10, 2003. The acquisition will be a negotiated, best-value procurement performed using the Contracting By Negotia tion procurement process prescribed in Part 15 and Part 13 of the Federal Acquisition Regulations. An IDIQ contract with a base year with one year option period for Bagram AB and a six month base with two 3 month options will be awarded in the aggregate t o the successful offeror. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The proposals will be evaluated on their merit against the evaluation factors listed below: Technical Factors-(a) technical ability to perform the requirements of the solicitation (i.e., proposed management, staffing and equipment and (b) past performance, and, Price Factors-(a) price reasonableness and (b) price realism. The technical factors, shown in descending order of importance, as a who le are more important than price. However, price remains a significant factor in determining the best value. Price proposals must be submitted simultaneously with the technical proposal to the Contracting Officer in accordance with the requirements of S ection L, Proposal Requirements and Evaluation Criteria of the RFP. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. This is an unrestrict ed procurement. The NAICS code for this procurement is 221122. A firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the pr eceding fiscal year did not exceed 4 million megawatt hours. All contractors are required to be registered in the DOD??????s Central Contractor Register before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
