Description
COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F04626-03-Q-0018, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 and Defense DCN 06-03. The Federal Supply Class (FSC) is 8415 The associated Standard Industrial Classification (SIC) is 3069. The North American Industry Classification System is 339113 and the associated business size standard is 500 employees. This request for quotation consists of the following: Modular Integrated Communications Helmet (MICH) Ballistic W/#6 Pad Suspension, Size-Medium/Large, Color/Green, Quantity 100 (50 Medium, 50 Large). Spare Parts Kit To Support 20 MICH Helmets, Quantity (10). Reversible Helmet Covers, Size-Medium/Large, Quantity 100 (50 Medium, 50 Large). NVG Mounting Point 1-hole Configuration, Quantity 100. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. Overall price is the evaluation factor. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award. FAR 52.212-4, Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference. FAR 52.212-5, Contract Terms and Condition Required to Implement Statues or Executive Orders-Commercial Items include clauses (b)(8), (11), (12), (13), (14), (15), (16), (17), (22) and (c) other that may apply. DFARS 252.225-7001 Buy American Act and Balance of Payments Program, DFARS 252.225-7002 Qualifying country sources as subcontractors. Clauses may be accessed electronically in full text through http://farsite.hill.af.mil/VFFARA.HTM. Vendors must be actively registered with the Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov. Contractors are asked to submit their TAX ID number with their proposal. Quotes may be transmitted by e-mail or FAX to (707) 424-2712 and are to be received at the 60th Contracting Squadron no later than 4:30 PST on 02 Jul 03. If two or more responsive, responsible and technically acceptable small or HUBZone businesses don't respond, this acquisition will go from 100% small business set-aside to unrestricted.
