- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F7390030780100 and the solicitation is issued as a Request for Quote (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This acquisition is set aside 100% for small businesses. The NAICS code is 562991, the small business size standard is not to exceed $6,000,000.00. The solicitation can be viewed at http://www.eps.gov/. The solicitation package includes the Statement of Work (SOW) and Wage Determination 1994-2309 revision 27. This combined synopsis/solicitation is for portable latrine requirements at Scott AFB IL for a performance period of 01 Nov 03 through 31 Oct 04. The Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors--Commercial applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition, and the Government will award a contract to the responsible offeror whose offer, conforming to the solicitation will be most advantageous to the Government. Overall price is the evaluation factor. Award shall be based on the lowest price received. Offerors shall include a completed copy of the provision at 52.213-3, Offeror Representations and Certifications--Commercial Items with its offer. FAR provisions and clauses can be downloaded at www.arnet.gov/far/. Quotes will not be considered without the completed provision. Both clause 52.212-4, Contract Terms and Conditions--Commercial Items, and 52.212-5 (Dev) Contract Terms and Conditions, apply to this acquisition. The clause at FAR 52.232-18, Availability of Funds, and DFARS 252.204-7004, Required Central Contractor Registration, apply to this acquisition. All responsible sources may submit a quotation, which shall be considered by the Agency. Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration (CCR) program. The CCR website is www.ccr.gov.
