- Pre-Solicitation Synopsis Version 3, Revised: 19 Jun 03 The Environmental Contracting Division (311th HSW/PKV), Brooks AFB, Texas, in support of the Air Force Center for Environmental Excellence (AFCEE) is preparing to release a Request for Proposal (RFP) for the Worldwide Environmental Restoration and Construction (WERC) program. This is a major source selection for environmental restoration and construction at sites located on DoD (primarily Air Force) installations worldwide, as well as any other sites for which the AFCEE customers have responsibility. Resulting contracts will provide multiple, full service engineering and construction capabilities. Requirements will be primarily environmental that include completion of a conceptual design, construction, implementation, demolition, repair, emergency response, and operation and maintenance tasks. Traditional engineering and construction needs are a secondary requirement and include construction, demolition, repair, emergency response, and operation and maintenance tasks. Formal source selection procedures will be followed as prescribed in FAR Part 15 and FAR Supplements thereto. The contracts are contemplated to be Indefinite Delivery/Indefinite Quantity (IDIQ) with multiple contracting arrangements (i.e. FFP, FPIF, CPAF, CPFF, CPIF). Multiple contract awards are anticipated with a total program ceiling of $4 billion. We anticipate awarding approximately 20 contracts. Approximately one (1) to eight (8) contracts may be awarded under small business set-aside procedures, and approximately one (1) to three (3) contracts may be awarded under 8(a) set-aside procedures. The North American Industry Classification System (NAICS) Code for this acquisition is 562910 with an applicable size standard of no more than 500 employees. This size standard applies for the establishment of eligibility as a small business. For purposes of FAR 52.219-14, Limitations on Subcontracting, this effort is construed as construction by special trade. Therefore, small business concerns must perform at least 15% of the cost of the contract, not including the cost of material, with its own employees. Because this acquisition exceeds $10 million, there is an exclusion to the teaming affiliation rules. This exclusion allows for first-tier subcontractor?s participation towards the 15% of this clause. For the small business set-aside, the required 15% of the cost of labor may be performed by the small business prime and its first-tier small business subcontractors. We anticipate releasing the RFP on or about 27 Jun 03. The RFP will be issued via the FedBizOps and posted on the AFCEE website, WERC information page, at http://www.afcee.brooks.af.mil/pkv/werc/. Offerors who determine that the technical requirements of this RFP require clarification(s) to permit submittal of a responsive proposal shall submit all questions in writing within 10 days of publication of the RFP. All proposals must be received by the due date and time specified in the RFP. The due date will be no less than 30 calendar days after the release of the RFP.
