Description
Eglin AFB, FL has a requirement to Remove/Replace HVAC System for Bldg 1200. THIS IS A ?TRADE-OFF? (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. This project includes furnishing all plant, materials, labor, equipment, supervision, and performing all operations in connection with the Remove/Replace HVAC System for Bldg 1200, located at Eglin AFB, FL. It is the declared and acknowledged intention and meaning to remove the existing HVAC System for an 8000 square foot laboratory facility, Bldg 1200, and replace it with new. This includes removing an existing multi-zone air-handling unit and all associated ductwork and grilles. There is approximately 24 square feet of asbestos-containing material (transite) that shall be removed. The building is located in a secure area of the base with limited access. The building shall be occupied and work shall be done in phases with only half the building down at any one time. No work that shuts down operation of the facility or the cooling to the building shall be started before November 3, 2003. The contractor shall have all equipment and materials on site before starting demolition of the existing HVAC system. The contractor shall provide and schedule all labor, material and equipment by the project completion date of January 8, 2004. Contractor may schedule, by advance written request, weekend and after-hour work as necessary. The new HVAC system shall consist of one chilled/hot water air-handling unit with a variable frequency drive and VAV boxes with hot water re-heat. Also, included are all ductwork and air outlets/inlets. There will be two new pumps attached to the existing central chilled and hot water systems. A new DDC control system shall be included. Electrical room construction consists of the following: High-build elastomeric coating on reinforced 8? cmu. Concrete slab on grade/continuous spread footings. The electrical underground service, pad-mount transformer, interior panel boards and feeders shall be completely replaced where shown on drawings. The fire alarm system shall be modified to support a new HVAC system. Solicitation issue date of 21 July 2003 is only an estimated date in which the Government reserves the right to cancel the solicitation, either before or after the closing date. Interested bidders are expected to visit the areas of work and verify all conditions and dimensions. Estimated dollar range is between $500,000 and $1,000,000. Performance period is 180 calendar days. The category of work will be listed under North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors. Prospective contractors must be registered in the DoD Central Contractor Registration (CCR) database prior to award of a government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Recommend registering immediately in order to be eligible for award. PLEASE NOTE: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. All responsible offerors may submit a proposal, which shall be considered by the agency. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the Request for Proposal will be available on the Federal Government?s Electronic Posting System (www.eps.gov). No response to this notice is necessary, and no Source List will be maintained. See Note 26.
