Description

Eglin AFB, FL has a requirement to Replace Switchgear, Site C-6. THIS IS A ?TRADE-OFF? (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. This project includes furnishing all plant, materials, labor, equipment, supervision, and performing all operations in connection with the Replace Switchgear, Site C-6, located at Eglin AFB, FL. It is the declared and acknowledged intention and meaning to provide a complete functional system that includes all miscellaneous parts and labor. In general, the work will consist of replacing secondary switchgear of an existing indoor unit substation, emergency generator switchgear, motor control switches, etc. Interior, exterior lighting and electric heaters will be replaced. All control wiring associated with new switchgear to interface with existing emergency generators will be replaced. The existing EMCS system will be extended into Building 8636 to monitor motor controls, circuit breakers, and devices. The work is located at Site C-6, Eglin AFB, FL. The Contracting Officer will indicate the exact location of the facility. Solicitation issue date of 21 July 2003 is only an estimated date in which the Government reserves the right to cancel the solicitation, either before or after the closing date. Interested bidders are expected to visit the areas of work and verify all conditions and dimensions. Estimated dollar range is between $500,000 and $1,000,000. Performance period is 210 calendar days. The category of work will be listed under North American Industry Classification System (NAICS) Code 238210, Electrical Contractors. Prospective contractors must be registered in the DoD Central Contractor Registration (CCR) database prior to award of a government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Recommend registering immediately in order to be eligible for award. PLEASE NOTE: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. All responsible offerors may submit a proposal, which shall be considered by the agency. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the Request for Proposal will be available on the Federal Government?s Electronic Posting System (www.eps.gov). No response to this notice is necessary, and no Source List will be maintained. See Note 26.
