- Description
- The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue a Request for Proposal (RFP) for repair grouting of the Eisenhower Lock highway tunnel which carries traffic under the upstream end of Eisenhower Lock and is located in Massena, New York. The tunnel is approximately 475 feet long x 30 feet wide x 15 feet high, runs through the upstream sill area of the lock and has a steel liner through the center portion of the tunnel. Water infiltration combined with freezing temperatures has caused damage to the wall and ceiling tiles and to the roadway pavement. The Corporation is soliciting proposals for a repair grouting program to seal five (5) monolith and construction joints totaling approximately 490 LF. The RFP will be released approximately July 7, 2003. The work is to be completed by November 15, 2003. Cost range is between $25,000 and $100,000. Tentative date for final receipt of proposals is 2:00 pm, August 6, 2003. There is a Thirty ($30) Dollar nonrefundable fee per set for plans, specs, and drawings. The RFP package may be requested by mail to P.O. Box 520, 180 Andrews Street, Massena, NY 13662-0520. No telephone requests. This will be a Firm-Fixed Price contract. This solicitation shall be issued in accordance with the ?Small Business Competitiveness Demonstration Program?. All responsible sources may submit a proposal which shall be considered by the Saint Lawrence Seaway Development Corporation. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist Minority, Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital and bonding assistance for Transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for Bid, Payment, and Performance Bonds up to $1.0 Million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
