Description
The Federal Aviation Administration (FAA) Northwest Mountain Region has a requirement for Installation of a Medium-Intensity Approach Lighting System with Rail (MALSR) at the Pueblo Memorial Airport, Pueblo, CO. This acquisition is 100% set aside for SMALL BUSINESS CONCERNS. For this project application, NAICS CODES 238210 and 237990 define a small business as a concern which has an annual average gross revenue of $12 million dollars or less during the last three fiscal years. The scope of this procurement includes, but is not limited to the following: Demolish existing approach lighting system (a SSALSR); site preparation, trenching, conduit installation, cabling, grounding systems, concrete foundations, and construction of crushed rock surfaced roads; installation of the (MALSR) lighting system and control station; installation of a new government furnished MALSR shelter. The project will also include final wiring, testing, and startup of the MALSR system. This project is located on airport property and a background investigation is required for each on site worker. The site included in this procurement is listed below: Pueblo Memorial Airport 31201 Bryan Circle Pueblo, CO 81001 This resulting contract shall be firm fixed price. Project performance time is estimated at 45-60 calendar days, and the magnitude of the project is estimated at $150,000-$220,000. Award selection shall be made based on best value to the FAA considering the technical, cost/price, and other criteria in the SIR. The anticipated issuance date of the Request for Proposals (RFP) DTFA-11-03-R-00067 is on or about June 24, 2003. REQUEST FOR RFP MUST BE ACCOMPANIED BY SUBMISSION OF CONTRACTOR'S QUALIFICATIONS FOR EVALUATION UNDER THE FOLLOWING CRITERIA. MALSR Screening Criteria Evaluation factors for determination of technically-qualified firms (please provide evidence) are as follows: 1) Experience in Construction of FAA Approach Lighting Systems (i.e. ALSF, MALSF, MALSR) on an FAA contracted project within the last three years 2) Qualifications of subcontractors 3) Capability to mobilize within 5 days after NTP 4) Experience working on an airport that has an active runway and commercial traffic
