Description
The Agency for Administration on Aging(AoA), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to The Titan Corp. 3877 Fairfax Ridge Road, Suite 200, Fairfax, VA 22030. The anticipated date of award July 11, 2003. AoA plans to award a contract for technical assistance and editing of the existing COOP. The contractor shall work closely with AoA to update, and complete the existing Continuity Of Operation Plan (COOP), and provide training for essential personnel in accordance with federal regulations and Health and Human Services guidance. The Government retains all rights to all data and reports compiled as a result of this purchase order. No information furnished to or generated by the Contractor in the performance of this task order shall be released to the public by the Contractor without prior written approval by the Project officer. The contractor shall work closely with the Immediate Office of the Assistant Secretary (IOAS) and each of the 4 Administration on Aging (AoA) Centers to complete the AoA Continuity of Operations (COOP) Plan in accordance with federal regulations and Health and Human Services guidance. The contractor shall support AoA in determining which vital records are needed for carrying out Agency essential functions. The contractor shall conduct training on the Administration on Aging COOP Plan for IOAS and each of the 4 Centers. The contractor shall develop and facilitate a Tabletop Exercise to validate the AoA COOP Plan. The contractor shall prepare an After-Action Report (AAR) and use it as a basis for validating and updating the AoA COOP Plan, as required. The AoA COOP Plan will outline how IOAS and each Center will deploy as part of the AoA COOP Emergency Relocation Group (CERG). Several ?one on one? and group meetings will be conducted with IOAS and each Center to ensure they have identified all essential functions and designated key personnel responsible for carrying these functions. The AoA COOP program will work with designated and prospective Emergency Relocation Sites (ERS) to determine site support capabilities to meet AoA COOP requirements. The contractor shall work with IOAS and the 4 Centers in determining what vital records and databases will be needed by the AoA CERG while relocated for carrying out essential functions in a COOP environment. The contractor shall support AoA in protecting and making available electronic and hardcopy documents, references, records, and information systems needed to support essential functions under the full spectrum of emergencies. The contractor shall conduct AoA COOP training to ensure all AoA COOP Team members, supervisory personnel, and employees are prepared to execute the AoA COOP Plan. Classes will be presented in group sessions using a multimedia presentation format. The contractor shall develop and facilitate an Executive-level AoA COOP Tabletop Exercise to validate the AoA COOP Plan. The exercise will be summarized in an After-Action Report (AAR) to capture the main issues and action items discussed as part of the exercise. It will be used as a basis for updating the AoA COOP Plan, as required. There are three main objectives of the AoA COOP Tabletop Exercise: The contractor shall provide technical support to the AoA CERG and ERT during AoA COOP activations and deployment exercises. Support will include assistance in AoA COOP operations support, movement coordination, and Emergency Relocation Site (ERS) technical and administrative support. The contractor shall provide additional AoA COOP technical and program management support in the following areas: Assist in the staffing and updating of the Existing AoA COOP Plan. Update the AoA COOP Procedures ?Palm Card? Guides. Assist in the development of CERG and Emergency Response Team (ERT) Rosters. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
