Description
National Institute of Standards and Technology (NIST), as part of an ongoing research project to build a solid-state quantum computer using Josephson Junctions, plans to support a program of study to investigate microwave pulse sequences for the control of Josephson qubits, particularly for control of a coupled quantum bit system. The project requires control of the quantum state of the Josephson system, which is achieved by applying a precise sequence of pulsed microwaves. Such sequences have been developed for Nuclear Magnetic Resonance (NMR) -based quantum computing efforts, and our present understanding of the problem is that this knowledge can be applied to our Josephson system. This program will develop the basic theory for the pulse sequences; in particular for building either a Bell state measurement experiment, a controlled-not gate, or a phase-gate. The initial stage of this work will be theoretical, with a goal of understanding the optimal approach for performing and measuring these gates. Work may also be performed, if appropriate to the end goals of this work, to optimize the construction and operation of single quantum bits in order to maximize coherence. Qualifications include knowledge, as evidenced by publications, of the implementation of quantum computation algorithms, and their application to Josephson quantum systems. The place of performance will be the NIST Boulder labs and the period of performance will be 12 months. It is the Government's belief that the skills of the researchers engaged by the Massachusetts Institute of Technology uniquely qualify them for this work. They have performed some of the first and most complex experiments on implementing quantum algorithms. In addition, they have recently written a paper on using NMR type of techniques for the Josephson system. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (not to exceed $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far/ . This synopsis is issued for information purposes only. No competitive solicitation is planned. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. The qualifications statement should be submitted on or before July 8, 2003. Terms and Conditions and agency level protest procedures can be found on web site http://oamweb.osec.doc.gov/conops\#REFERENCE . Hard copy in full text available from office address and phone number listed in notice. Anticipated award date will be July 9, 2003.
