Description
The Broadcasting Board of Governors (BBG), has a requirement, subject to the availability of funding, for a Contractor to provide the Agency broadcasters with comprehensive international video news feeds and sporting event feeds. This comprehensive international video newsfeed service shall include numerous worldwide stories consisting of coverage pertaining to news and sporting events. Content of the material shall be spot news, breaking news and features, provided in various forms, i.e. complete reporter voiced packages, natural sound of voiced over edited material of news events from around the world, and raw (uncut) footage of a particular news event, including live event coverage and graphics which are highly desirable. Live event coverage, both foreign and domestic, is not limited to hearings on Capitol Hill, State Department and Pentagon briefings, and White House Presidential briefings, news conferences, and speeches. The Contractor shall be required to supply a list of all stories to be fed, appropriate detailed scripting information such as live on-camera lead-ins, narrative script, identification for super information, and necessary timing for each news story. Such support material requirements shall be delivered in accordance with customary practice in the broadcast industry to the Agency computer systems and databases located in the Cohen Building, 330 Independence Avenue SW, Washington, DC 20237. All video feeds, support material and associated metadata must be compatible and easily importable into and adaptable with the Agency's video server technology and databases. The Contractor shall also be responsible for providing a reliable back-up system in the event of a failure in the primary system. There is a minimum requirement of six (6) feeds per day, seven (7) days a week, with at least one morning feed between hours of 2:00 AM and 6:00AM (EST), one afternoon feed between hours of 6:00 AM and 2:00 PM (EST), and one evening feed between hours of 2:00 PM and 6:00 PM (EST). All video feeds shall be delivered via fiber optic line to the Agency's Television Master Control facilities located in the Cohen Building at the address above with satellite delivery as backup, using Agency's satellite dish. The Agency shall have the right to use the feed material in any Agency product; worldwide rights, exclusive of the United States, are required in perpetuity for use in Agency productions. Agency productions may be disseminated in the following ways, not necessarily limited to those listed: theatrical and non-theatrical, commercial and non-commercial, distribution, exhibition, promotional, radio, television, simulcast, broadcast, Internet, CD-ROM, DVD, closed-circuit TV, cable systems, transmission via satellite, wireless cable, reproduction rights (in any format and standard such as VHS, PAL etc.) excerpting, editing, translation, and adaptation. BBG intends to issue an unrestricted Request For Proposal (RFP) solicitation document for this anticipated, negotiated, firm-fixed price (FFP) procurement within the next fifteen (15) days with proposals due thirty (30) calendar days thereafter. Contract performance for the Base period will be one year from date of award with options to extend the contract term for four (4) additional one-year periods. All interested Offerors shall be required to supply at least one sample feed on Betacam SP or SX tape from each of the three time (3) periods specified above. Sample support material of feed rundowns, scripts, ID super information, and timings of stories must also be submitted by the date specified in the forthcoming RFP solicitation, BBGCON3403S5383. The Agency will designate a specific record date for sample tapes and support materials. Award will be based upon product availability and delivery, price and evaluation of the relevant features, functions and performance of an Offeror's product. Written requests for copies of the forthcoming Solicitation No. BBGCON3403S5383 shall be sent to the Contracting Officer at the above listed address. Oral expressions of interest will not be accepted. Any questions related to the subject solicitation shall be submitted in writing to the attention of the Contracting Officer. All written expressions of interest shall specifically reference this FBO Notice by its title and date of publication. All responsible sources may submit a proposal which will be considered by the Agency. This Notice is not a RFQ, RFP, or an IFB.
