Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 099880 has been assigned and shall be referenced on any quotations submitted. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Direct Dimensions, Inc., 8C Music Fair Road, Owings Mills, MD 21117 for the purchase of a commercially available Vivid Portable 3D Digitizing System with mobile workstation laptop computer, Vivid Memory Card, Travel Case, Tripod Dolly and Training. Minolta Corporation is the sole manufacture of the VIVID Product line, and Direct Dimensions is its sole distributor for the VIVID product line for the territory covering the state of Virginia. At a minimum, the salient characteristics are as follows: Hardware requirements: (Scanning hardware) (1) The 3D digitizer must be non-contact, (2) The system must be able to measure surfaces with high specularity such as chrome and surfaces with low specularity such as black foam. (3) If a laser is used, it must be class 1 (FDA). (4) The precision of the system must be at least +/- 0.001 inches. (5) The accuracy of the system must be at least +/- 0.009 inches in all axis. (6) The system must have the capability of recording color data about the object to be scanned which is incorporated with the scanned geometry data. (7) The system must use standard 110 VAC or must come with its own rechargeable power supply system. (8) The system must be able to operate within specifications and be stored in an environment wit h temperatures ranging between 20 degrees Fahrenheit and 120 degrees Fahrenheit. (9) The system must be able to operate in temperatures ranging between 50 degrees Fahrenheit and 100 degrees Fahrenheit. (10) The system is not expected to operate in an environment with condensation or humidity grater than 60 percent. (11) The hardware must have the capability to be driven directly and in real time from the Raindrop Geomagic software. (12) the contractor shall supply one portable laptop computer. (13) The computer shall run all the necessary software to verify scans and process the scanned data. (14) The computer shall have a least 60 Gigabytes of hard drive, a two GigHz processor, and 1 Gigabyte of RAM. Software Requirements: (1) The contractor must provide "on line" phone support for all software originally purchased through the original contract. (2) The contractor must provide all software updates on "all software" as they become available with the appropriated documentation including installation guides. (3) the system must provide software to record and process scanned data. In addition, this must have a real time interface for direct data capture into Raindrop Geomagic Studio software. (4) The software must have the capability to 'sew' sets of scanned data together which have overlapping boundaries. (5) The 'sewing' together of scan must be a quick, easy, and accurate process. Once a user has taken the software training, the user must be able to sew two scans together within five minutes. Portability: (1) The whole system must not weight more than 150 pounds. (2) The contractor must provide all carrying cases needed for storage and transport. Installation: (1) No installation is required. Training: (1) A training course shall be offered within twenty (20) days of the delivery of the system. The training shall include, as a minimum the daily operation, maintenance, and versatility of the equipment. In addition, hands-on opportunities for four (4) students to scan in parts shall be given during the training session. The proposed contract action is for equipment and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. FOB Destination is FBI Academy, Quantico, VA. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. This is not a request for competitive quotes, however, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3- Offeror Representations and Certifications - Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #099880 and shall be submitted, via facsimile due to security reasons, to Aretha Terry, Contract Specialist, at 703-632-6427. All responses received by June 26, 2003 by 4:00pm will be reviewed by the Government. Compliant quotes can be faxed to (703) 632-6427. Quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
