Description
The purpose of this amendment is to revise the requirement for submission of proposals and to answer questions from potential offerors. A. Revise the requirement for the submission of proposals to include the following: ?offerors may use alternatives to the mail when submitting proposals.? B. Answer questions from potential offerors as follows: Question 1: ?What Frequency Resolution is required to satisfy the Navy's need to detect and measure intermittent interference? (Example: 1 GHz, 1 MHz, 1 KHz, 1 Hz, etc.)? ANSWER: This is a commercial item procurement. The Government does not intend to dictate specific design specifications. The government will consider all offers that meet the minimum requirements set forth in the solicitation based on an examination of product literature or technical approach. Question 2: ?Has the Navy defined a Probability of Intercept for Intermittent Signals? If not, can you provide guidance on the acceptable trade offs between Sweep Rate, Frequency Resolution and Sensitivity. In other words, the System shall have a sweep rate of "X" with a frequency resolution of "Y" and a sensitivity of "Z". ANSWER: No. This is a commercial item procurement. The Government does not intend to dictate specific design specifications. The government will consider all offers that meet the minimum requirements set forth in the solicitation based on an examination of product literature or technical approach. Questions 3: ?What RF Sensitivity is required of the System to meet the Navy's needs? Is there an associated frequency resolution and/or sweep speed tied to this sensitivity requirement?? ANSWER: This is a commercial item procurement. The Government does not intend to dictate specific design specifications. The government will consider all offers that meet the minimum requirements set forth in the solicitation based on an examination of product literature or technical approach. Question 4: ?Are RF Cables required for connecting the antenna(s) to the Monitoring Receiver? Is so, what length of cable is required?? ANSWER: This acquisition is for a fully integrated commercially available system which shall contain all components necessary for both acceptance testing and actual use. Question 5: ?Would you please elaborate on what is required for the installation of the System in Bldg. 2 Room 281 per Paragraph 4 of the Specifications? Is this a temporary location for Acceptance Testing or the location of Permanent Installation.? ANSWER: We are soliciting proposals for a commercially available portable system. Questions 6: ?Section 5.1.a lists a Portable Rack with Case. Do I understand this to mean a transportable case (Zero, Hardig, or ECS) style case?? ANSWER: Section 5.1a requires that the case be portable. Question 7: ?If yes, do you prefer fiberglass or roto-mold cases "shell?" ANSWER: Section 5.1a requires that the case be portable. Question 8: ? Will you please specify the rack size (5u, 7u)?? ANSWER: The rack size shall be fully compatible with the system being offered. All system components must be integrated, configured, and tested to be fully functional. Question 9: ?Does the portable case require any optional items (e.g. wheels, lifting rings, locking lids, shelf, etc)?? ANSWER: The case for the rack is to be portable. Question 10: ?Do you intend on operating the equipment within the case with the lids attached (that is, do we need to make some sort of provision for cooling the instruments and passing cables in/out of the rack)?? ANSWER: This is a commercial item procurement. The government will operate in accordance with the successful offerors operating instructions. Questions 11: ?Section 5.1.d lists RF Measurement Instrument our intent is to provide an Agilent spectrum analyzer with our offer. Is there a particular type (model, analyzer family) that you prefer?? ANSWER: No. This is a commercial item procurement. The Government does not intend to dictate specific design specifications. The government will consider all offers that meet the minimum requirements set forth in the solicitation based on an examination of product literature or technical approach. Question 12: ?Does the RF Measurement Instrument need to operate off of battery power? (perhaps a marine battery or similar "deep cycle" device so as to avoid detecting unwanted emissions for power sources--particularly relevant in the HF band). ANSWER: No. This is a commercial item procurement. The Government does not intend to dictate specific design specifications. The government will consider all offers that meet the minimum requirements set forth in the solicitation based on an examination of product literature or technical approach. Questions 13: ?Section 5.2 lists RF Switch Assembly (if necessary) Is it NRL's desire to NOT have to change antennae? That is, a sufficient number of ports to allow all antennae to be connected and only "switch" the desired antenna in or out.? ANSWER: Systems which require an RF switch to satisfy the requirements of the solicitation should indicate whether the switch is automatically activated at the appropriate times without the need for operator intervention while under the control of the standard software provided with the proposed system. Question 14:?Is there a specification on the isolation parameter per channel of the RF switch?? ANSWER: Any RF switch that forms a part of a proposed system must support the specifications of the complete system. Question 15: ?Section 5.4 RF Switch. Will you please specify the number of ports you desire?? ANSWER: At a minimum the system shall have enough ports to support all the antennas.
