Description
This is a combined synopsis/solicitation for commercial items prepare= d in accordance with the format in Subpart 12.6, as supplemented with addit= ional information included in this notice. This announcement constitutes th= e only solicitation; proposals are being requested and a written solicitati= on shall not be issued. The solicitation number, Q3400030219, is issued as= a request for quotation (RFQ) for a firm fixed price contract and incorpor= ates provisions and clauses that are in effect through Federal Acquisition = Circular FAC 97-27. This project is unrestricted and the NAICS code is 532= 49. This solicitation includes the following FAR provisions and clauses: p= rovision 52.212-1, Instructions to Offerors-Commercial, provision 52.212-2,= Evaluation-Commercial Items, provision 52.212-3, Offeror Representations a= nd Certifications-Commercial Items, clause 52.212-4, Contract Terms and Con= ditions-Commercial Items, and clause 52.212-5, Contract Terms and Condition= s Required To Implement Statutes or Executive Orders-Commercial Items. REQ= UIREMENTS: The National Park Service, National Capital Parks-Central, Washi= ngton, DC, plans to procure services to provide Sound, Lighting, and Stageh= ands at the Sylvan Theater in the Washington, DC area. The Contractor shal= l provide labor, materials, supplies and equipment necessary for the annua= l Independence Day Celebration on the Fourth of July. Safely provide light= ing and sound system with all necessary components. The system must be free= of hums and buzzes, in proper working, and in excellent appearance by 6:00= AM on July 4, 2003 at the Sylvan Theater on the National Mall. Light area= using front truss, rear truss, spotlighting, dimmers, risers, and leveling= jacks and other equipment as needed for the annual Independence Day Celebr= ation on the Fourth of July. The Sound System must be capable of providing= clear sound to area in front of the Sylvan Theater. Using delay towers wit= h appropriate platforms that provide audio of all performances from the Wes= t Side Washington Monument. The National Park Service approves all sound le= vels. No sound will be directed to north or east. Provide no less than eig= ht (8) stagehands for load in, performances, and load out.=20 LIGHTING SPECIFICATIONS 1.1 Provide all engineers to operate consoles throughout installation, rehe= arsals (July 3 & 4, 2003), sound checks and light checks (July 3 & 4, 2003)= , and Fourth of July Event 1.2=09Provide all riggers to install/maintain existing as well as provider = installed trusses 1.3=09Government will provide all electrical power 1.4=09Government will provide electricians 1.5=09No lighting trees permitted 1.6=09Provide dimmers 1.7=09Provide operators for spotlights and risers 1.8=09Provide all cables and equipment to hang lights on existing and provi= der installed trusses Platform and Consoles=20 2.1 Construct a platform with a footprint no larger than 32'x16' for House = Mix position for lighting console and sound consoles to be used by both lig= ht and sound engineers who are co-located within this space. 2.2 Outfit platforms with covers and pull back capability=20 2.3 Provide an appropriate lighting console and platforms, to be co-located= with up to three sound mix consoles. 2.4 Footprint and height of two (2) platforms will be minimized (not to exc= eed 32'x16') in order to maximize viewing area and sight lines for the audi= ence 2.5 No later than July 2, 2003 provide risers and leveling jacks with a foo= tprint no greater than 8x8 footprints for all spotlights 2.6 Location of all platforms and/or risers to be determined in the field w= ith both NPS and contractor's representative. Dimensions can be adjusted on= ly after consultation with NPS contractor representative. =09* Height and other dimensions will be determined per consultation with N= PS contractor representative=20 Trusses and Instruments 3.1=09Use existing front truss to mount a minimum of sixty (60)1000 watt PA= R 64 instruments loaded with medium, narrow, and very narrow PAR lamps as p= er Director's plot.=20 3.2=09Provide rear truss consisting of a minimum of sixty (60)1000 watt PAR= 64 instruments loaded with medium, narrow, and very narrow PAR lamps for s= tage washes 3.3=09DYS lamps or Ray Kits are not acceptable 3.4=09Eight (8) High End System Cyberlight, Techno Beam or Intellabeam movi= ng lights and a High End Systems LCD style controller should be provided 3.5=09Two (2) Mole-Fays for audience blinders=20 3.6=09Five (5) racks of ACL lights 3.7=09Two (2) DF-50 Hazer units =20 3.8=09Colors to be used include amber, blue, green and rose to give appropr= iate rendering of skin tones 3.9=09Provide all dimmers 3.10=09 Four (4) high quality 2K Xenon spot lights (Lycian super 400 for = short/medium throw and Super-Troopers for long throw) with qualified opera= tors 3.11=09 Avolites QM Diamond or Celco Gold 90 lighting control console 3.12=09 Avolites Saphrye and QM 500 and Leprecon LP- 2000 or LP 3000 are ac= ceptable lighting control consoles =20 3.13=09 Ultra Arcs club spots or other low quality lights are not acceptabl= e 3.14=09 Spot light operators are available to Aaron Tippin's Lighting Direc= tor and Production Manager at least 30 minutes before showtime 3.15=09 Equip with clearcom communications from lighting console to spotlig= hts and dimmer packs 3.16=09 Intercom system between front of house mixing and monitoring locati= ons independent of the one used by sound technicians. The two systems shall= not interfere with one another. They may operate from the same base stati= on. Special Lighting Requirements On a mutually agreed upon date, provider required to perform an onsite surv= ey with National Park Service electricians at Sylvan Theater to assess powe= r supply, safety issues, and other items as necessary to provide lighting = =20 Times 4.1 Load in beginning 9: 00 AM, July 1, 2003 4.2=09System needs to be fully functional no later than 6:00 AM July 4, 20= 03 4.3=09System needs to be broken down and removed no later than the 5:00 PM = on July 5, 2003 4.4=09Complete construction of all platforms no later than July 1, 2003 LABOR 5.1 In addition to technicians and engineers mentioned elsewhere prov= ide no less than six (6) stagehands and two (2) loaders for load in, perfor= mances, and load out.=20 5.2 Stage hands must be available for up to 16 hours on July 3 and July 4, = 2003. 5.3 Provider responsible for providing food and refreshments its laborers, = technicians, and engineers. SOUND SPECIFICATIONS=20 House Console Requirements=09Aaron Tippin Provide 10' x 8 =BD areas on the platform for Aaron Tippin's front of house= audio equipment. House P.A.=20 6.1=09 At least four way actively crossed-over and stereo. Five way system.= Subwoofers driven separately from the main P.A. off an auxiliary send from= the artist's house console. Flown system preferred over stacked. Able to d= eliver a minimum of 115 dB A-wt 100' and at least 98 dB A-wt through the sp= ecified areas on the Washington Monument grounds. No sound will be directed= to north or east. Minimum frequency response for the system should be 40 H= z to 16,000 Hz. +/- 4dB, unequalized. Locate crossovers at the front of hou= se mix position. Systems can be V-DOSC, Turbo Sound Flash Light or Flood Li= ght, E.A.W. KF-900 Series, Meyer Sound Labs MSL-4 and 650 P. or E.V. X-Arra= y. 6.2=09Front fill enclosures to ensure that audience spaces directly in fron= t of the stage receive high quality audio no less than six (6) enclosures. = Must be no less than 2 way. V-DOSC, ARCS, or Meyer Sound Labs UPA-1P or UPA= -2P. Set up in stereo and a stereo 1/3 octave graphic equalizer provided at= the front of house mix position for equalization of front fill cabinets.= =20 6.3=09Provide three (3) digital effects i.e. SPX-990, Lexicon PCM-80 or bet= ter 6.4=09Eight (8) compressor/limitors (BSS, Drawmer, dbx), and EQ comparable = to Klark Teknik DN360=20 6.5=09Cassette Deck., DAT player which is patched to record, and One (1) CD= player; Provide real time analyzer with professional analyzer microphone 6.6=09Must be well lit during sound checks, rehearsals and performance 6.7=09Must be zeroed and ready for performer(s) engineer upon approval 6.8=09Provide all engineers to operate consoles throughout installation, re= hearsals, sound check and event 6.9=09All signal processors should be located on stage with amp racks, all = manual crossovers located in front of house drive rack. It is included as an at= tachment to give the contractor a clear idea of how much space is needed on= platforms to accommodate the artist's equipment =20 House Console Requirements: US Navy Band/National Park Service=20 9.1 Provide an 8' x 16' area on the platform for US Navy Band Front of hous= e audio equipment 9.2 Provide adequate length umbilical snake=20 FRONT OF HOUSE MIXING CONSOLE 10. Mixing consoles shall have 40 and 32 input channels with minimum of 4 b= ands of equalization per channel. Each channel shall have an insert patch p= oint for routing signal processing. 48-Volt phantom power shall be availabl= e per channel, or globally. A minimum of four auxiliary busses is required.= They shall be switchable pre or post fader. The console shall have 4 subma= ster busses and either stereo or mono main outputs. All connections shall b= e balanced XLR. Acceptable consoles include Yamaha PM 4000 or Soundcraft Se= ries V.=20 FRONT OF HOUSE SIGNAL PROCESSING 11. Two channels of equalization shall be provided for front of house mix.= Equalizers shall be professional quality, 31-band graphic type. (Acceptabl= e EQ's: Klark-Teknik, Ashley, White, and BSS) Eight channels of dynamics pr= ocessing (compressor) shall be available for patching at channel inserts. (= Klark-Teknik, DBX, Drawmer) Two professional quality digital reverb or multi-effect processors shall be= provided. (Yamaha SPX 990, Lexicon PCM- 80, 90 or better)=20 MICROPHONES "=09Navy Band will provide necessary microphones and stands to cover their = performing units. "=09Provide six (6) wireless microphones for use during Living History Vign= ettes MONITOR CONSOLE 11. Monitor mixing consoles shall have 40 and 32 input channels with minim= um of 4 bands of equalization per channel. The console shall be capable of = providing nine discreet outputs for mix sends. All connections shall be bal= anced XLR. =20 MONITOR SIGNAL PROCESSING 12. Nine channels of equalization shall be provided for monitor mix output= s. Equalizers shall be professional quality, 31-band 1/3 octave graphic. (= Acceptable EQ's: Klark-Teknik, Ashley, White, and BSS)=20 =09MONITOR SPEAKERS 13.1 Eighteen (18) wedge type monitor speakers are required, with separa= te amplifier channels available per speaker. Loudspeaker/amplifier combinat= ion shall be capable of producing 100 dB SPL of undistorted audio at a dist= ance of 1 meter.=20 13. 2 One (1) additional monitor wedge is required for monitor engineer cue= . =09All wedges shall be of the same type. Delay Towers 14. Provide delay towers with appropriate platforms that provide audio of a= ll performances from the West Side Washington Monument Cabling 15. All interconnects, microphone, main snake, and other cabling required s= hall be provided. Snake system to monitor console shall be transformer isol= ated. Provide all interconnects. Snake system so that monitor and transform= er are isolated. =20 Sound Checks 16. Provide all engineers and operators for a sound check not to exceed nin= ety (90) minutes. Special Sound Requirements On a mutually agreed upon date, provider required to perform an onsite surv= ey with NPS electricians of Sylvan Theater to assess power supply, safety i= ssues, and other items as necessary to provide sound. =20 Times 17.1 Load in beginning July 2, 2003 17.2 System needs to be fully functional no later than 6:00 AM July = 4, 2003 17.3 System needs to be broken down and removed no later than the 5:00 PM o= n July 5, 2003=20 Addendum C 18.4 Thirty (36) input house board. Three (3) monitor mixes and monitor bo= ard The Government will award a contract resulting from this solicitation to th= e responsive/responsible offeror whose offer conforms to the solicitation a= nd is most price advantageous to the Government. Estimated magnitude of thi= s procurement is below $30,000. All offers must include with their quotati= on a completed copy of the FAR 52.212-3.
